OHCS is responsible for managing and administering the Department's Human Capital programs. The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. This job does not have an education qualification requirement. ResponsibilitiesThe following are the duties of this position at the GS-12 . The position opens as a GS-11, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Determine the degree of regulatory compliance, and procedural accuracy of compensation program requirements;Make changes in compensation program plans, activities, training and practices to ensure that compliance is maintained;Review draft regulations, OPM directives, relevant decisions and rulings, or other guidance for impact on the serviced organization;Determine the degree of impact on existing compensation programs, plans, practices, and procedures, and provide advice and alternatives to managers and supervisors in serviced organizations. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: Experience researching and applying human resources (HR) laws, regulations, rules, policies or procedures to assist in providing advisory services in the areas of payroll, personnel actions, leave, unemployment compensation, time and attendance.

A Ph.D. or equivalent doctoral degree

3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience.
Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education
