SUMMARY:

This position is primarily responsible for administration of human resource programs and policies including staffing, compensation, benefits, employee relations, training, and safety. Ensures efficient operations and alignment with organization goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Core duties and responsibilities include the following. Other duties may be assigned.

  • Oversees various human resource plans and procedures for all organizational personnel; assists Executive Director and Administration and Finance Director in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Maintain good communication and positive relationships with employees to promote employee satisfaction. Guide department directors and employees throughout the performance management/evaluation and goal setting process. Work with department directors to promote employee morale.
  • Work with department directors to Identify and analyze issues with employee relations, performance or policy infractions. Provide recommendations for resolutions. Work with department directors to deliver appropriate disciplinary action when necessary. Ensure proper documentation is retained to defend actions taken.
  • Work with broker or carriers to research, evaluate and administer Authority benefit plans. Assists to provide information to obtain quotes, in compliance with procurement policy, for new or renewing policies. Stay abreast of applicable benefit legislation. Appraise Executive Director and Administration and Finance Director on any changes to current benefits or new benefit options available. Provide recommendations of benefit programs to management. Effectively communicate benefit options and rules to employees. Adhere to open enrollment requirements and retain documentation. Coordinate the updating of carrier data bases and prompt payment processing.
  • Administer and ensure that all compensation plans/programs are consistent with employer’s policies and all applicable federal and state laws. Routinely conduct job evaluation to understand the content of the job to prepare/update job descriptions. Maintain salary structures and compensation policies. Responsible for survey participation and compensation analysis.
  • Implement and manage recruitment process and employment programs. Ensure recruiting process aligns with current and future workforce needs. Develop the most effective, economical and appropriate recruiting channels and methods. Maintain good relationship with all advertisement and recruitment agencies. Coordinate with department directors to provide the assistance they need to work through the hiring process. Coordinate the onboarding and exit process.
  • Evaluate, analyze and maintain company Human Resource Management Systems. Assist in identifying new HR needs and the software products to fulfill these needs. Make alterations to existing programs to gather and report data as necessary. Maintain personnel files in compliance with applicable legal requirements. Coordinate compilation of statistics and data for required reporting.
  • Work with directors to design, plan and implement training programs, policies and procedures for new and current staff.
  • Provide Finance/payroll staff with information needed to process wages, deductions and leave time for the employee payroll. Coordinate with Finance/payroll staff to reconcile wage tax and benefits costs/payroll deductions.
  • Responsible for unemployment compensation, FMLA, workers’ compensation and other employment related programs. Work with contracted firms, employment and/or corporate lawyer to ensure best practices and limit liability. Be a liaison between insurance carrier and employee or employee and supervisor, if needed. Prepare necessary reporting, i.e. OSHA Form 300A. Maintain employment/benefit posters required by Dept. of Labor & Industry to be posted at all buildings staffed by Authority personnel.

EDUCATION AND/OR EXPERIENCE:

A Bachelor’s degree or equivalent; or four to five years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.
