Job Description:


Support the Human Resources Office (HRO) in classification, recruitment, staffing and placement matters in support of the Centers for Disease Control and Prevention (CDC) mission. Provide advice, consulting, and program development ideas for human resources activities. Provide consultation to staff for a large and complex public health organization that serves to strengthen and support the missions of both the Centers for Disease Control and Prevention (CDC) and the Center for Global Health (CGH) in overseas and domestic locations.


ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide guidance, advice and solutions to top management in classification matters, proposing solutions to resolve controversial, complex and very difficult classification problems.
  • Provide authoritative technical assistance, advice, and solutions to classification problems referred within the organization. Explore alternative courses of action to accommodate management needs and considerations and works with key management officials in a manner that inspires respect for resulting conclusions. Review and provide classification services on various position descriptions (PDs) for high-impact, precedent-setting positions; write professional reports of findings; conduct desk audits, and prepare evaluations as required for internal activity or in response to external requirements.
  • Perform the full range of classification related duties for a complex, multi-mission organization containing a variety of different types of positions.
  • Perform special project activity related to establishment of additional classification series for highly visible and mission-critical position descriptions.
  • Provide expertise and advice stakeholders for internal and external recruitment and placement support.
  • Provide support and expertise to develop and generate Job Analyses, Vacancy Announcements, and referral lists for identified positions.
  • Provide guidance to hiring managers to ensure established hiring practices are adhered to.
  • Provide expertise to utilize hiring flexibilities to process recruitment actions for highly visible and sensitive type positions.
  • Provide expertise in calculating and establishing appropriate pay setting, bonuses, retention and relocation incentives.
  • Work with CDC programs and collaborates with other federal agencies in the development of position descriptions, classification standards, etc. to develop a proposal to be submitted to the Office of Personnel Management.
  • Provide advice, counseling, and program development ideas for human resources activities.
  • Maintain regular and punctual attendance.
  • Other duties as assigned.



Job Requirements:


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree preferred, or similar work experience or certifications may be acceptable in lieu of degree.
  • Minimum of two (2) to five plus (5+) years of federal recruitment and placement and classification experience, preferred.
  • Experience redesigning payroll or HR business processes is preferred, but not required.
  • Experience conducting large and small scale Business Process Review.
  • Knowledge of both Public and Private sector HR required.
  • Proficient in Microsoft Suite products (i.e. MS Excel, PowerPoint, Word, Outlook).
  • Expert-level knowledge and experience in one or more areas of human resources support functions to effectively communicate with all levels of management

  • Delegated Examining (DE) Certification, preferred.
