HR Compliance Manager Details

As the manager responsible for the HR compliance program, plans, develops, implements, evaluates and improves, as necessary, systems and processes that keep abreast of pertinent legal, regulatory and accreditory developments related to HR functions, audit essential processes, and ensure that effective corrective action is implemented when indicated. General activities involve work plan and policy/procedure development, project management, staff training, data analysis that drives actionable results, ongoing communication with all stakeholders and supervision of an HR Compliance Analyst. In alignment with department strategies, goals and objectives, and in collaboration with other HR and organizational leaders, the position's focus includes management of the compliance oversight and internal controls associated with recruitment, compensation/classification, wage and hour; time and attendance, disability accommodations, leaves of absence, health and welfare benefit plans, privacy, records management, governmental contractor requirements and related areas.
Specifically:

  • Develops a framework for identification and tracking of all HR compliance related requirements, in collaboration with content experts, across all functional areas of HR.
  • Develops and implements ongoing audit processes to ensure adherence to compliance standards.
  • Stays knowledgeable on legal/regulatory developments as well as evolving best practices in HR compliance and is considered an expert resource.
  • Prepares reports for senior management and external regulatory bodies.
  • Works on complex, sensitive matters to assess risk and recommend the right course of action.
  • Develops, coordinates and participates in educational/training programs for all levels of staff.
  • Participates as a member of the HR Leadership team and contributes to the development of a compliance-focused culture.
  • Leads and develops the Compliance Analyst.
  • Mentors HR Teams to support their growth and expand their knowledge base.

MINIMUM QUALIFICATIONS:
Bachelor's Degree

5 Years of Experience

Thorough understanding of HR compliance models and best practices gained through experience in aprofessional Human Resources position including audit/analytical functions.

Proven experience with, and understanding of, California employment law and regulations; ability tolocate state and federal regulatory requirements and to access interpretive guidance such as through SHRM resources. Expert knowledge base of legal and regulatory standards related to the following: recruitment, compensation/classification, wage and hour; time and attendance, disability accommodations, leaves of absence, privacy, HR records management and related areas.

Demonstrated ability to: Persuade, negotiate, motivate, coach, educate and facilitate processes in order to reach objectives; identify opportunities for quality/process improvement and implement rapid cycle improvements; build cross-functional partnerships and influence stakeholders across the organization to act without having a direct reporting relationship; provide feedback to upper management with suggestions and solutions; follow tasks through to completion.

Strong analytical, quantitative, problem solving and technical skills; knowledge in methods of data analysis and report writing and utilization of appropriate analytical tools.

Ability to use good judgment and demonstrate discretion in the handling of confidential and or sensitive information.

Ability to effectively organize, prioritize, multi-task and manage time to meet demanding timelines.

Ability to work with minimum supervision.

Excellent written and verbal communication skills. Proficiency in MS Office (Word, Outlook, Excel, PowerPoint), as well as ability to manipulate data and recognize and track trends.

Area of Study in a Field Related to the Position

8 Years of Experience

PHR Certification

SPHR Certification

Masters Degree in Human Resource Management, Legal Studies, Business Administration or related field.

2 years leadership experience.

Experience in a healthcare system.

Project management experience helpful.
