JOB TITLE: HR Analyst, Certification & HRIS
REPORTS TO: Supervisor, Certification
DEFINITION: Processes and authorizes the appropriate issuance, renewal, and endorsements of Maryland certificates to all certificated staff within the Baltimore County Public School system. Interprets and administers COMAR regulations related to Maryland certification. Provides advice and guidance to employees and others regarding certification matters and information technology. Supports the maintenance and data integrity of the HRIS system and other technologies for the Office of Certification employee management systems. Serves as a liaison to the Office of Payroll, Business Management Information Systems, Department of Information Technology, contractors, and others regarding technology initiatives. Performs other duties as assigned.
EXAMPLES OF DUTIES:- Exercises independent discretion and judgment in reviewing, analyzing, applying, processing and authorizing the code of Maryland Regulations (COMAR) and other regulations regarding certification.
- Evaluates the credentials of administrative, supervisor and teacher personnel as they relate to the issuance, renewal, and authorization of Maryland certificates and areas of endorsement.
- In conjunction with the Office of Certification supervisor, interprets COMAR regulations for implementation.
- Maintains certification and license information in HR information system and MSDE Educator Information System (EIS). Monitors the certification status of assigned certificated employee group.
- Develops and conducts individual conferences and group workshops to employees and candidates regarding state of Maryland certification regulations and policies, Every Student Succeeds Act (ESSA) requirements, professional growth, and related matters.
- Researches and approves individual courses to meet MSDE certification requirements.
- Provides guidance to Human Resources Officers regarding certification status and needs of new hires related to state of Maryland certification. Prepares written reports, presentations, and recommendations on variety of employment matters related to MSDE certification and BCPS policies and procedures.
- Represents the Office of Certification at job fairs, new employee orientations, MSDE meetings, Office of Audits, Office of Third Party Billing and the Office of Organizational Development. Serves as supervisor designee at departmental and/or external meetings.
- Coordinates the National Board Certification application and stipend process.
- Oversees, leads, and coordinates the work of secretarial and clerical staff in the office.
- Oversees, leads, and coordinates various automation and operational improvement initiatives. Tracks and reports project status. Serves as liaison with other offices and departments on projects.
- Maintains data integrity in systems by running queries, reports, and analyzing data.
- Analyzes office processes, procedures, systems, and operations. Develops initiatives to automate and/or improve processes. Recommends process and workflow improvements by utilizing technology to support customer and department needs. Collaborates with staff to identify information, reporting, and system requirements.
- Uses automated systems to research, gather, and report data. Develops system reports and prepares presentations for leadership and others.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:- Graduation from an accredited college or university with a bachelor’s degree in education, educational administration, human resources administration, business, or related field.
- Four years of human resources experience or administrative experience that includes interpretation and application of policies and regulations.
- Two years’ experience as a Certified Authorized Partner Associate (CAPA) or work directly related to certification preferred.
Preferred Licenses and Certifications:- Possession of a Certification Authorized Partner (CAP) issued by the Maryland State Department of Education is preferred at the time of hire. If not certified at the time of hire, will be required to begin the process to obtain in accordance with MSDE guidelines.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to effectively perform the duties of the position may be considered.
Knowledge, Skills, and Abilities:- Knowledge of COMAR regulations as they relate to teacher certification.
- Knowledge of modern office practices.
- Knowledge of personal computers and word processing, spreadsheet, and database applications.
- Knowledge of the operation of the MSDE Educator Information System (EIS) is preferred.
- Skill in setting up and maintaining databases, spreadsheets, and reports.
- Skill in speaking and presenting before groups.
- Skill in researching and compiling information for presentations.
- Skill in analyzing procedures and practices and developing improvements.
- Ability to communicate effectively, follow rules and regulations, establish and maintain effective working relationships and oversee clerical staff.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary. Work involves travel to offices and schools throughout Baltimore County.
CONDITIONS OF EMPLOYMENT:
Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
Persons appointed to this class may be required to work beyond their normally scheduled hours with little or no advanced notice. Work includes evenings and weekends as required.
FLSA STATUS: Exempt
SALARY: Grade 05 on the BCPS OPE 12 Month payscale $66,314 - $102,522.
Eligible for the Baltimore County Employees’ Retirement System.

Pre-Employment Requirements:- All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.

- Official transcripts for all higher education must be received prior to contract signing.
