The primary purpose of this position is to fulfill the duties of the Director, Clinical Quality for the 92d Medical Group (MDG). The incumbent plans, organizes, directs, and implements all facets of the MDG's performance improvement, risk management, and compliance with standards published by an approved civilian accreditation agency.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions +IOR for the GS-0671 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of MTF operations to include its organization, staffing, fiscal policies and management, physical plant, internal and external driving policies, as well as interrelationships of flights, elements, and services; comprehensive knowledge of Clinical Quality Management, Performance Improvement, and Risk Management principles, practices, procedures and standards; skill in applying statistical, analytical, and evaluative methods and techniques to issues concerning the efficiency and effectiveness of the overall healthcare delivery system; practical experience with quality work processes of the various departments and services devoted to patient care, clinical investigation, ancillary specialties, and support resources. (NOTE: This same experience must be well-described in the application/resume that you complete and submit in addition to answering this questionnaire.)

Education: Ph.D or equivalent doctoral degree or, 3 full years of progressively high level graduate education leading to such a degree. Major study must be in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the missions, organizations, programs, and requirements of healthcare delivery systems and the relationships of Performance Improvement and Risk Management, within the AF Medical Service.
2. Knowledge of regulations and directives from Department of Defense Health Affairs, HQ USAF SG and MAJCOMs. Knowledge of regulatory agencies' standards, including requirements for accreditation promulgated by the Accreditation Association for Ambulatory Health Care (AAAHC) and standards for recognition from the National Committee on Quality Assurance (NCQA) for Patient Centered Medical Home (PCMH) practices.
3. Knowledge of claims management and judge advocate claims investigatory processes (e.g., potentially compensable events) along with the additional knowledge of medical liability, patient policies, and a wide range of administrative laws, regulations and standards associated with the administration and adjudication of claims.
4. Skill in the operation of information management systems to support performance improvement, strategic planning and risk management/patient safety, and to verify or research safety, security, analysis and reporting techniques, data input requirements, and organizational structure.
5. Ability to prepare and conduct training sessions to educate all levels of healthcare staff in areas of quality management and performance improvement; skilled in effective oral and written communication
6. Ability to gather, analyze, and makes recommendations based on complex and diverse data using performance improvement techniques to include: root cause analysis, cause and effect analysis, failure mode and effects analysis, and the ability to develop action plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
