Responsibilities

WHAT YOU'LL BE DOING DAY TO DAY

As a Health Science Policy Analyst, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation to optimize business results and customer experience by:

Providing guidance, advice, and assistance to ASPE leadership concerning major and emerging science policy issues affecting the national biomedical, behavioral and social science research communities.

Conducting policy research and evaluation projects relevant to life, health, biomedical, social and/or behavioral science.

Communicating results from policy analyses and policy research and evaluation projects, such as briefing supervisor, office leadership, and other Department leaders.

Communicating results from policy analyses and policy research and evaluation projects, such as developing memoranda, briefs, talking points, issue papers, reports, correspondence and other materials that accurately identify issues, present appropriate summaries of relevant evidence, and making defensible recommendations to supervisor and leadership.

    Qualifications

    WHAT WE ARE LOOKING FOR

    Basic Qualification Requirement:

    Must have at least a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

    Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirement candidate must also:

    For GS-11:

    A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes conducting literature reviews and data analysis relevant to science policy issues; analyzing proposed or existing policies related to life, health, biomedical, behavioral or social sciences; and preparing materials with science related research/policy content such as reports, briefings, white papers etc.

    B. Have at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

    OR

    C. Have a combination of experience as described in "A" above and education as described in "B" above.

    For GS-12:

    Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes analyzing proposed or existing policies related to life, health, biomedical, behavioral or social sciences; analyzing and interpreting data, including qualitative and quantitative data, relevant to science policy issues; and communicating findings from science-related analyses through materials such as literature reviews, written reports, or presentations.

    For GS-13:

    Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes developing and conducting research relevant to science policy issues; analyzing proposed or existing policies related to life, health, biomedical, behavioral or social sciences; analyzing and interpreting data, including qualitative and quantitative data, relevant to science policy issues; and preparing materials such as manuscripts, literature reviews, written reports, or presentations etc. that communicate knowledge in a science policy area.


    Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Education

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
