This position traditionally starts at an annual salary of $41,574. Salary for this position may be commensurate with education and job experience.

About the Job:

The Grants Manager serves as administrative expert in financial management of grants administrations covering preparedness related grants within the Indiana Department of Health Division of Emergency Preparedness. The Grants Manager provides administative interpretation pertinent to the grants application process, resource information on grants during the grant years, including gathering, compiling and submitting any required reports. The Grants Manager will also supervise one Grants Coordinator.

A Day in the Life:

The essential functions of this roles are as follows:

  • Serves as liaison between the program staff and the ISDH Finance Division, acts as a knowledgeable fiscal resource to program staff and monitors expenditures for funded grant activities;
  • Supervises the DEP Grants Coordinator;
  • Makes recommendations to the Director on interpretations of grant regulations, issues of compliance, on applications procedures and on program objectives, frequently considering impact on alternative interpretations on major program orders and agency policy;
  • Assists in the organization and preparation of annual federal grant applications and reports, researches policies on procedures of funding agencies as needed;
  • Assist potential recipients in the grant application process making recommendation on possible changes, if needed;
  • Prepares subsidiary grants/contracts with governmental and non-governmental entities;
  • Makes recommendation to HPP Manager and PHEP Manager on granting authority and needs of potential recipients;
  • Reviews financial documents submitted by grantees for compliance with the terms of the grants;
  • Ensures all necessary information is loadedin appropriate systems as each grant is approved;
  • Maintains reference list of all grants funds.
  • Maintains current status of expenditures and remaining balance of each grant;
  • Maintains reference on policies and procedures related to grant process;
  • Performs related work as required

What You'll Need for Success:
  • Extensive knowledge of administrative processes and procedures;
  • Extensive knowledge of federal, state and local grant terms and conditions, and audit requirements;
  • Broad knowledge of current federal and state laws, regulations, policies and procedures for fiscal operations;
  • Ability to facilitate meetings and express thoughts orally, effectively and in a clear and concise manner;
  • Ability to correlate, analyze, and interpret technical materials as they relate to programs' fiscal areas;
  • Ability to plan, research, and initiate effective solutions to fiscal management problems;
  • Ability to communicate complex business and fiscal theories and principles to a broad audience both orally and in writing;
  • Ability to coordinate and maintain effective working relationships with other local, state, and federal agency staff, community advocates, and volunteers.
Supervisory Responsibilities/Direct Reports:This role may serve as a team lead for an assigned work group.
