DutiesSummary

This position is located in the Office of Grants Policy and Management (OGPM) and serves as a Grants Management Specialist. The incumbent is responsible for implementing and managing discretionary and formula grants, cooperative agreements, and other related instruments in all IMLS funding programs. The incumbent works collaboratively with staff in all IMLS offices that may make awards to provide assistance and services.


Responsibilities

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station (Washington, DC) may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace (Washington, DC) where this position is located, on a regular basis.

If selected for the Grants Management Specialist position, the incumbent will perform administrative business, policy, and analytical work involving: (1) the management, awarding, and obligation of funds for Federal assistance including discretionary and formula grants, cooperative agreements, and other related assistance, using financial, administrative, business, and negotiation procedures; (2) the evaluation of competitive and non-competitive grant proposals for eligibility (including SAM.gov status and IMLS compliance status); and (3) the fiscal administration, termination, and/or close out of grants and/or other assistance and agreement awards.

At the full performance level, typical work assignments will include but are not limited to the following:

  • Reviewing awardee fiscal performance through analyses of interim financial reports and payment requests.
  • Providing assistance to awardees to resolve issues of delinquent reporting and financial report errors.
  • Reviewing final financial reports, make appropriate adjustments or disallowances, and process close outs.
  • Providing assistance to IMLS staff in using agency's electronic Grants Management System (eGMS) with emphasis on financial functions and reports.
  • Assisting with systems problem-solving in agency's electronic Grants Management System (eGMS).

    Qualifications

    MINIMUM QUALIFICATIONS:

    GS-12:
    To be minimally qualified at the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is defined as experience that includes the following: (1) knowledge and/or experience researching and applying laws, regulations, policies and precedents governing the administration of various financial assistance awards; (2) experience applying a wide range of analytical techniques in the oversight of grants programs and financial compliance; (3) skill in written communications to create policies, reports, and respond to internal/external inquiries; and (4) skill in oral communications to communicate with internal/external stakeholders, conducts training, and lead projects and other initiatives.

    GS-11: To be minimally qualified at the GS-11 grade level, you must have at least one year of specialized experience equivalent to the GS-9 grade level or equivalent pay band. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is defined as experience that includes the following: (1) knowledge and/or experience with interpreting grants management laws, policies, and procedures; (2) experience applying established techniques to monitor the financial compliance of active grants; (3) skill in written communications to create reports, and respond to internal/external inquiries; and (4) skill in oral communications to provide technical and general assistance to internal/external stakeholders.

    Three (3) full years of progressively higher-level graduate education leading to such a degree (i.e., PhD or equivalent doctoral degree), related to the position. Graduate level education must demonstrate the competencies necessary to do the work of the position. Qualifying education includes one or a combination of the following degree fields: (i.e., Business Administration, Accounting, or Finance).
    OR
    Possess a combination of specialized experience and graduate level education (i.e., Ph.D. or equivalent doctoral degree) related to the position). Graduate level education must demonstrate the competencies necessary to do the work of the position. Qualifying education includes one or a combination of the following degree fields: (i.e., Business Administration, Accounting, or Finance).
    NOTE: (Only graduate education in excess second year may be used in this calculation to qualify applicants for positions at the GS-11.). See "Combination of education and experience" for more information on calculating percentage of education.

    NOTE:
    1. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    2. Combining Education and Experience: Combinations of successfully completed post undergraduate education and experience may be used to meet the minimum qualification requirements for the grade level(s) specified above. To compute the percentage, divide your total months of qualifying experience by 12. Next, divide your semester hours of graduate education. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

    3. Graduate Education: To qualify for the GS-1109 position at the GS-11 grade level(s) on the basis of graduate level education, graduate education must be in one or a combination of the following degree fields is required: (i.e., Business Administration, Accounting, or Finance). An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    Only graduate education in excess of the first two years may be used to qualify applicants for positions at the GS-11.
