GOVERNMENT ANALYST II
To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.
MINIMUM QUALIFICATIONS:
- A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
- A master's degree from an accredited college or university can substitute for one year of the required experience.
- Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
- Any combination of professional or nonprofessional experience as described above and college education at the rate of 30 semester or 45 quarter hours per year can substitute for the required education.
DUTIES & RESPONSIBILITIES:
This position reports to the Bureau of IT Policy Development and Planning, Business Support Section of the Information Technology Services Division. The incumbent will work directly with the Senior Management Analyst Supervisor of the Business Support Section to oversee project budgets/spend plans. Specific duties include:
- Preparing and administering IT project related budgets/spend plans;
- Preparing and administering department IT project budget and spend plan documentation in accordance with state regulations which includes budget details, funding details and monthly spend plan reporting;
- Preparing project budgets in a professional and timely manner;
- Preparing periodic budget projections to present to ITS management;
- Identifying, analyzing and reporting budget issues to enable management to effectively manage them;
- Serving as a back-up in planning, organizing and administering the ITS Operating Budget;
- Assisting in the procurement of products and services in ITS;
- Working with ITS staff and management to identify procurement processes that are best suited for products and services used by ITS to carry out its mission;
- Reviewing and approving payments for products and services in a timely manner;
- Working with ITS PDP staff to ensure that procurement records are complete, up to date, and accurate; and
- Conducting research and developing recommendations for Legislative Budget Requests (LBR) for ITS.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the methods of data collection and analysis;
- Knowledge of basic management principles and practices;
- Knowledge of government budgeting practices;
- Knowledge of government procurement practices;
- Knowledge and skill in the use of Microsoft Office with proficiency in the use of Excel;
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities;
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document;
- Ability to organize data into logical format for presentation in reports, documents and other written materials;
- Ability to conduct fact-finding research;
- Ability to utilize problem-solving techniques;
- Ability to work independently;
- Ability to plan, organize and coordinate work assignments;
- Ability to communicate effectively; and
- Ability to establish and maintain effective working relationships with others.

Starting salary will be the minimum of the class pay range, unless otherwise dictated by FDLE’s pay policy. FDLE is a State of Florida Employer and offers a comprehensive benefits package, including:

FDLE requires an extensive background process of all recommended applicants.
