The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position Overview and Responsibilities:
Coordinate parking activities with other state departments' utilization of the parking program. This position involves the independent formulation and recommendation for changes to policies, rules, regulations and coordinating maintenance of all Department of Management Services' surface parking lots and parking structures throughout the State in the paid, permit, scramble and special parking areas. Reviews and processes all reserved, permit and temporary contracts, terminations and agreements for rental spaces from all state agencies. This includes the execution of contracts as lessor for the Department of Management Services; proper collection of startup fees; completed accurately and correctly as to the lessee’s name, social security number, etc., and the distribution of contracts to ensure the agencies initiate payroll deduction for rental fees. Prepare and execute parking contracts for agency vehicles. Organizes, develops, enters and maintains all reports.

Daily activities include assisting Agency Parking Representatives with parking requests, coordinating with Capitol Police and Facilities Managers regarding parking violators and security concerns. Assists the division in the formulation of paid parking procedures for the state and interprets and administers parking policies for all departments as directed by the Florida Statutes. Provides written draft recommendations to the bureau, suggesting revisions and/or additions to policies and procedures.

Collects and analyzes statistical data for planning future structures and the operations of existing garages. This data includes number of spaces in similar facilities, ratio of spaces to employees, in comparison to gross garage square footage, average footage, average oversell percentage in state facilities, etc.

Coordinates with DMS Finance and Administration to ensure parking fees are reconciled. Assists in purchasing of parking tags, tag controls, general housekeeping of program, and maintenance activities in state garages.

Helps preparation and compile decision papers, drafts statutes, rules, regulations, policies and procedures in the parking program. Participates in the preparation of the parking program budget through the analyses of cost parking, tags, signage, garage repairs, painting, maintenance contracts and other annual supply costs.

Performs other related duties.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and at least two years of experience in business administration, customer or public relations, procurement or accounting. Experience as described above can substitute on a year-for-year basis for the required college education.
  • Proficiency in the use of computer applications (e.g. Microsoft Office and internet-based).
  • Valid driver’s license.
