Hemphill specializes in site grading for large commercial developments, complete subdivision developments, structural concrete, steel sheet piling, water, and wastewater treatment plants and pump stations, and installation of all types of underground utilities including storm drainage, sanitary sewer, water mains, gas systems and the monitoring of storm debris removal and debris removal itself from storm-ravaged areas.
Job Summary
The Water Meter Foreman is responsible for monitoring and supervising the daily activities of the Water Meter Installer Laborers that are tasked with removing and replacing water meters. Plumbing and pipe fitting skills are required to train and supervise employees. Experience using Trimble hand-held computer. A professional demeanor is critical for all of our projects.

Responsibilities and Duties
- Supervises and coordinates activities of water meter installers; assigns duties and examines work for accuracy and neatness.
- Follows and gives directions by map or GPS to each job site.
- Prepares reports and timesheets as required.
- Maintains cooperative relationships among workers.
- Visits customers on work sites as necessary to adjust errors and complaints.
- Communicating with customers in a clear and professional manner
- Assists with the training of new installers.
- Keeps control of inventory of meters and other required items.
- Assists subordinates in performing duties when necessary including but not limited to:
- Load and unload meters and supplies from vehicles daily
- Drive through the city or rural routes to designated areas.
- Remove existing water meters.
- Install new water meters.
- Must analyze the job site to complete the task for a successful and safe install of a meter.
- The work environment consists of utility locations of water, electric and gas meters. Working outside in all types of weather conditions.
- Respect customer property and abide by the company’s Code of Conduct.
- Verifying proper orientation of each new meter
- Carrying out tests to ensure the new meter is working
Required Knowledge, Skills and Abilities:
- Basic knowledge of proper use of equipment, materials, and supplies used in heavy construction work.
- Basic knowledge of applicable safety precautions.
- Ability to use the Trimble hand-held computer.
- Ability to find locations/address by reading a map and/or GPS.
- Ability to work independently and complete daily activities according to work schedule per foreman’s direction.
- Ability to lift heavy objects, walk and stand for long periods of time and perform strenuous physical labor under adverse field conditions.
- Ability to effectively communicate orally and in writing as required.
- Ability to use equipment and tools properly and safely.
- Ability to understand, follow and transmit written and oral instructions.
- Ability to meet attendance schedule with dependability and consistency.
Required Education, Training and Experience:
- High school diploma or equivalent (GED) preferred.
- One year supervisory experience.
- One year experience removing and installing water meters.
- Valid appropriate state driver’s license (general operator license).
- Willingness and ability to perform manual work following verbal and written instructions.
Work Environment:
- Regularly works near moving mechanical parts and in outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt.
- Must be able to lift, push, pull or carry objects, use abdominal and lower back muscles to provide support over time without fatigue and to effectively jump, sprint or throw an object.
- Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination.
- Noise level is generally loud.
- Must be able to quickly move arms and legs.
- Excellent stamina is required.
