: Prepares and submits timely and accurate financial reports in concert with the Grants Office and in accordance with contract/grant agreements.

Analyze expenditure transactions to ensure accuracy, budgetary compliance, and adherence to agency guidelines for assigned restricted grants and contracts.
Perform cash flow and budgetary analyses of grant funds on a regular basis. Prepares salary and expenditure analyses on 1890 Extension and Research grants and contracts and informs Principal Investigators and Project Directors of account balances; Monitors expenditures and controls operating accounts under the authority of the Director to ensure that all costs are in accordance with university and agency guidelines;

Reviews and guides others in the review of financial and administrative management requirements of research contract and grant proposals, awards and transactions to ensure compliance with university and sponsor policies;

Performs pre- and post-award activities for reviewing proposal budgets for accuracy, correct rates, and permissible items proposed prior to submission and ensuring all applications meet university policy and Federal regulations;

Helps develop departmental fiscal procedures and processes in compliance with the Tennessee Board of Regents and Tennessee State University policies;

Conducts operational audits and makes recommendations to Director; Conducts training for staff on financial policies, procedures, and processes;

Assists the Director with budget planning, staffing requirements and in determining the impact of personnel actions; and

Conducts financial research and interprets and advises project directors regarding research administration guidelines, federal regulations, OMB circulars and University policies and procedures; Performs other related duties as required.

Minimum Qualifications/Experience

Requires a Baccalaureate degree in Accounting, Business Administration or related field. Requires a minimum of two years' experience in restricted fund accounting. Working knowledge of federal laws and regulations governing grants and contracts. Knowledge of Banner systems preferred. Must possess proficient computer skills, good written and oral communication skills. Proficient in Microsoft Office Suite especially Word, Excel, Access, and Outlook. Excellent inter-personal and verbal and written communication skills.
