Introduction This examination is being given to fill one vacancy in the Community Development Department and to establish an eligible list to fill future vacancies. This position may be filled as a full-time position or a part-time position. Offer of employment is contingent upon passing a pre-employment drug screening test. Inspects non-residential, commercial and industrial properties and reviews building plans to enforce compliance with fire safety laws, ordinances and regulations. Reviews, evaluates, and approves building plans and specifications for sprinkler systems, fire alarm systems, standpipe systems, special hazard protection systems, and water-supply installations for non-residential, commercial, and institutional buildings; assures proper completion of tests and inspections for fire-related aspects of building projects and fire protection systems. Receives and reviews permit applications with other department staff; assists in certifying buildings for occupancy including acceptance of fire protection systems or specifications of needed corrections. Participates in the Weed Abatement Program and other fire prevention programs, including education, promotion, inspection and investigation; determines need for corrective action and provides appropriate assistance; may conduct joint inspections and investigations of property with other departments and other local, state and federal agencies. Assists in providing technical consultation to County staff and staff of fire departments and fire districts, developers, engineers, contractors, property owners, occupants, and the public regarding state, local and federal ordinances related to fire safety, as well as on the correction of deficiencies. Prepares correspondence and reports; assists in performing public relations and outreach work; may make presentations to internal and external agencies and the public, including individuals and community groups. Note: Supplemental application must be submitted with employment application. Education: Completion of 30 semester or 45 quarter units from an accredited college in fire science, fire protection engineering, civil or structural engineering or closely related field. Experience: Three years of full-time, increasingly responsible experience in fire prevention, fire inspection, or firefighting, including at least one year of experience performing structural inspections for compliance with fire safety standards and systems. Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis. AND License: Possession of a valid California driver’s license. Certifications: Possession of Fire Inspector I certification issued by the California State Fire Marshal. Special Requirements: (1) Possession of, or ability to obtain within one year of appointment, Fire Inspector II certification issued by the California State Fire Marshal. (2) Successful completion of, within one year of appointment, the California State Fire Marshal Fire Investigation 1A course. (3) Successful completion of, or ability to obtain within two years of appointment, Fire Plans Examiner certification issued by the California State Fire Marshal. Knowledge of: Federal, state, and local laws, regulations, and policies relevant to assigned areas of responsibility; principles and practices of fire protection engineering including building fire protection systems, hydraulics, fire chemistry, fire apparatus, and engineering analysis; building construction, design and materials as they relate to fire prevention and control and fire safety; principles and techniques of fire prevention; building materials, construction and the principles of combustion relative to fire prevention. Ability to: Read, interpret, and explain administrative and technical information; ensure compliance with federal, state and local laws and regulations; conduct and monitor projects and investigations and make sound recommendations; operate office equipment and computer applications; express oneself, clearly and concisely, both orally and in writing; write clear and comprehensive technical reports; establish and maintain effective working relationships with staff, other County departments, the public and other agencies. Physical and Mental Requirements: Mobility – occasional operation of keyboards; sitting and walking for frequent periods; occasionally standing, bending, squatting, climbing ladders and stairs; frequent driving may be required; Lifting – occasionally lifting 5 to 30 pounds; Vision- frequent reading and close-up work; normal hand-eye coordination; Dexterity – normal dexterity with frequent writing; Hearing/Talking – frequent hearing and talking on the telephone/radio and in person; Emotional/Psychological – constant public contact, decision making and concentration required; Special Conditions – frequent exposure to noise and occasional exposure to hazardous materials, dust, smoke, fumes, poor ventilation and changing indoor/outdoor conditions. Life Insurance: The County provides eligible employees with life insurance coverage as follows: 1 but less than 3 years of continuous service: $1,000 Employee may purchase additional term life insurance at the group rate. 125 Flexible Benefits Plan: This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $2550 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit). Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $18,000 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $24,000. The Roth IRA (after tax) is also now available. Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years. Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year. Bereavement Leave: 3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave for death of employee’s spouse, domestic partner, parent or child. Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step. Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources. Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year. Parking Supplemental Downtown Stockton: The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area. School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children’s school activities. Part-Time Employee Benefits: Part-time employees who meet the appropriate eligibility criteria may receive health insurance benefits and step increases. Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established. Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods. Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities. Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen. Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when; They are related to the Appointing Authority or The employment would result in one of them supervising the work of the other. Department Head may establish additional limitations on the hiring of relatives by departmental rule.
