EDUCATION: Bachelor of Arts/Sciences Degree with 5 years of related experience, or an Associate of Arts/Science degree and 10 years of related experience, or 15 years of related experience in a program support/project management role. (Bachelor's Degree in Business Administration, Accounting, Finance, Contracts and Procurement, or a related field is highly preferred). CERTIFICATIONS: N/A EXPERIENCE LEVEL: 5 or more years of experience commensurate with educational level listed above.

- Knowledge and proficiency with PRISM.
- Knowledge and proficiency with and Delphi (including but not limited to RT2, Fund Code, and CAN Production Table). Experience with Cost Accounting System (CAS), Enterprise Data Repository (NDC), Apportionment of Funds Certification Authority (AFCA), Financial Management System (FMS) and US Bank financial systems.
- Experience with FPPS, CASTLE, LDR, E2 staffing tools.
- Knowledge of Earned Value Management Systems along with a demonstrated ability to apply EVM Maturity Model standards to analysis efforts is preferred.
- Knowledge of the government appropriations process.
- Proficiency in Microsoft Office suite, including Excel, Project, PowerPoint, SharePoint and Word.
- Familiar with Franchise, Operations, F&E and RDT&E funds including rules and processes.
- Ability to develop and implement program/project initiatives based on organizational goals and requirements.
- Apply experience and expert knowledge to develop new and innovative approaches.
RESPONSIBILITIES:
- Work within the FAA’s Franchise Fund to track and appropriately dispense funds appropriated for specific projects as those projects are executed.
- Perform budget planning, formulation and execution.
- Utilize Delphi to generate various financial reports to perform special funding, budget, and business projects/analysis.
- Maintain standard matrix to track obligations and expenditures for the program.
- Perform cost analysis.
- Audit invoices and track payments.
- Proficiency in SharePoint development is a plus.
- Monitor contract modifications for budget impacts i.e., new starts, DOL, staffing/hours, and service standard adjustments.
- Prepare/brief monthly Budget and Financial Status Report.
- Utilize cost model to perform future years program cost projections.
- Track monthly/quarterly/annual obligations and expenditures.
- Develop and submit fiscal year contract/travel spend plans.
- Responsible for Monthly Invoice Review, Monthly Flexible Budget Review, Monthly Program Budget and Financial Reports, Quarterly Performance Level Review and audit of Timecard Verification Review, and the Monthly Program Status Review.
- Explain how funding issues impact the Service Unit and down to the team level as required.
- Provide input for analysis, development and implementation of budgets and studies of major significance.
- Coordinates, develops, and monitors immediate and long-range plans covering assigned activities for the budget program.
- Provides analytical support, conducts reviews and studies, and makes recommendations.
- Processes billing/reclassification transactions.
- Supports reimbursable work under agreements with organizations internal and external to DOT.
- Formulates and recommends positions on projects/policies/issues to senior management.
- Prepares, reviews, and recommends approval of major reports for internal and external distribution on projects, programs and other work activities.
- Develops briefings to convey strategic vision or organizational policies

- Identifies and resolved challenging issues that cross-organizational boundaries and impact strategic objectives.
- Predict potential issues and propose preventative actions.
