Description of Work UnitThe Department of Biomedical Sciences (BMS) is one of four large academic departments and other units in the College of Veterinary Medicine & Biomedical Sciences (CVMBS) at Colorado State University (CSU). BMS is a major contributor to translational biomedical research at CSU, and to biomedical education including undergraduate, graduate, veterinary medicine, human medicine and post-doctoral training. BMS has over 40 faculty with research, teaching, service and outreach specialties in anatomy, physiology, neurobiology, reproductive biology, endocrinology, pharmacology and pathology, both in humans and animals. The total number of employees is over 200 and the department manages approximately $20M in annual expenditures across two campuses – Main Campus and Foothills Campus. BMS is closely aligned with two Programs in Research and Scholarly Excellence (PRSE) – the Animal Reproduction and Biotechnology Laboratory (ARBL) and the Molecular, Cellular and Integrative Neurosciences (MCIN) program.

The vision of the ARBL PRSE is to be a world-class center that fosters advancement in reproductive health for animals and humans through integrative research and training. This internationally known program has an administrative home in BMS, but also includes faculty members from other departments in CVMBS and the College of Agricultural Sciences (CAS). A team approach is used to identify problems, determine approaches and conduct research. The ARBL is devoted to helping animals, people and the planet and champions CVMBS values of accountability, collaboration, team and transparency. The ARBL service centers (Morphological Services: Light and Electron Microscopy, Reproductive Endocrinology Diagnostics, and Large and Small Animal Care) are unique. The ARBL also manages care and housing of hundreds of large research animals (horses, cattle, sheep, goats, bison, camels, and pigs) on the CSU Foothills Campus. The ARBL is also home to the Animal Disease Lab (ADL) and faculty who specialize in research on infectious diseases and immunology.
Position SummaryThe Financial & Accounting Analyst provides professional, technical and administrative guidance in developing and executing fiscal strategies, and performs a high level of financial accounting, planning and budgeting, fiscal compliance, and expense reporting. The position oversees the accounting for post-award research projects at the ARBL, indirect cost recoveries, costing and billing for internal and external recharge centers, scholarship and gift funds expenditures, and the budget allocation for ARBL PRSE. This position works closely with pre-award proposal specialists in BMS to ensure expense compliance with federal OMB Uniform Guidance and sponsor requirements. The position also provides backup support for pre-award activities and grant proposal preparation and submission. The position is the first and primary point of contact for all ARBL faculty accounts and ensures expenditures are appropriate and support the strategic initiatives at the ARBL, BMS, CVMBS and University. This position oversees a wide variety of accounts across multiple fund groups, and is expected to enact and ensure fiscal management and compliance with university and state fiscal rules and donor intentions for gift funds. The position generates fiscal management reports for multiple stakeholders as required, and works closely with the ARBL Business Manager, BMS Business Officer, ARBL Director and BMS Department Head.
Required Job Qualifications

  • Bachelor’s degree in accounting, finance, business administration or related field
  • 1 or more years of professional work experience in accounting, finance or budgeting
  • Proficiency with Microsoft Office Suite
  • Advanced experience with Microsoft Excel including calculations, formulas and formatting
  • Experience working in a team environment
  • Demonstrated written communication skills and strong attention to details confirmed by review of application materials

Preferred Job Qualifications
  • Experience with post-award research accounting and financial management
  • Prior experience working in a higher education environment or research institution
  • Experience using financial software systems
  • Experience managing multiple, complex, changing projects and deadlines; identifying applicable action points and affected parties; and initiating subsequent, relevant responses
  • Experience interpreting and ensuring compliance with regulatory policy, including Federal Uniform Guidance, and state, university and institutional fiscal rules

Duty/Responsibility
  • This position oversees the accounting for BMS/ARBL funds which includes appropriated funds, intramural and extramural research grants, indirect cost returns, faculty startups, internal recharge centers, external service centers, scholarship and gift funds, and other fund sources.
  • Forecast future commitments and spend rates to minimize over-expenditures, and advise PIs and BMS/ARBL leadership on account status, projections, and spending plans keeping them apprised of University, State, and Federal rules and regulations.
  • As the Fiscal Officer, review and approve financial transactions for authenticity and allowability, monitor balances; assure accurate time and effort allocations; complete account reconciliations to the financial system of record; and identify/correct errors and justify expense re-distributions while implementing effective means to avoid future recurrences.
  • Provide comprehensive financial overviews to the ARBL Business Manager, BMS Business Officer, ARBL Director, BMS Department Head, faculty and others periodically or upon request.
  • For sponsored projects, ensure adherence to award budgets, build spending management plans, coordinate research expenditures, and develop progress and final project reports as required. Ensure all projects close on time and within budget.
  • Identify when current, proposed or potential activities may trigger real or perceived fiscal inappropriate behaviors/actions or misconduct. This requires development and implementation of plans for appropriate response to avoid or cases such activities, including assessment of risk for various options, and specific actions to ensure proper personnel are informed and react accordingly.
  • Working with the PIs and other staff, calculate salary amounts and fringe rates, initiate annual staffing sheets, enter labor distribution in Oracle HR, monitor and implement staffing re-distributions as needed throughout the year. Advise when staffing patterns shift and redistributions are required.
  • Assist with the quarterly effort certification process.
  • Identify appropriate fund types when new activities are proposed. Create new accounts and/or update account information as needed or requested including initial budgets and updating annual budgets.
  • Assist with cost analysis and billing rate calculations for internal and external service centers; understand and address the impact of indirect cost rates, cost increases and/or decreased revenue.
  • Act as liaison between departmental personnel and Sponsored Programs, Business and Financial Services and/or the CVMBS College Office regarding accounting and finance, budgets, staffing, sponsored projects, purchasing, contracting, and other issues as identified.

  • Advise faculty on the maximization of funding available for project completion.
  • Coordinate the proposal process to facilitate completion of documents required in a timely fashion to meet internal and external proposal deadlines.
