Job Title: Finance Specialist

FLSA Status: Exempt Full-Time

Reports to: Senior Vice President of Finance and Early Head Start Program Director

SUMMARY

This position provides ongoing fiscal, budgetary, and operational support for the Early Head Start-Child Care Partnership (EHS-CCP) program. The position assists in the development and monitoring of the program budget, provides fiscal assistance for and oversight of the program’s child care partners, supports the program procurement and disbursement process and is responsible for Head Start fiscal standards and reporting requirements.

This position will also cross-train on other general financial tasks to provide support and back-up for the agency Finance department.



Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties as assigned.

Monthly/Ongoing:


  • Coordinate payments to child care partners. Review amounts payable for compliance with program requirements and process disbursements.
  • Manage the program procurement process. Assist and advise program staff. Ensure compliance with agency and program procurement policies. Process purchase orders and ensure proper account coding.
  • Prepare internal EHS-CCP Financial Reports for distribution to management, Policy Council and Board of Directors.
  • Monitor budget to actual results and prepare budget revisions as needed.
  • Attend Policy Council and Child Care Partner Director meetings to serve as the program’s fiscal resource.
  • Prepare reports to track progress with Match requirement. Maintain supporting documentation for Match expenditures or in-kind donations.
  • Maintain program asset inventory and supporting documentation.
  • Provide training and assistance to EHS-CCP program staff to ensure compliance with agency and program fiscal requirements.
  • Provide training, materials and technical assistance to child care partners regarding fiscal requirements.
  • Perform research and attend periodic trainings to gain and maintain an understanding of Uniform Guidance and Head Start regulations.
  • Perform general Finance department tasks as assigned.
  • Comply with assigned work hours and demonstrate excellent attendance.
  • Maintain confidentiality regarding departmental and agency matters.
  • Promote a positive image of the agency in the community.
  • Comply with all agency policies and procedures.

Quarterly & Semi-Annually:


  • Prepare Federal SF-425 reports.

Annually:


  • Support grant year end close out process.
  • Prepare budgets for grant Continuation Applications.
  • Perform on-site monitoring of EHS–CCP provider partners.
  • Prepare Final SF-425 report, prepare SF-428 & SF-429 inventory reports.


Requirements

QUALIFICATIONS

Education And/Or Experience:


  • A bachelor's degree with major coursework in business administration, public administration, accounting or a field related to the knowledge and abilities requirements of this classification, from an institution of higher learning accredited by a regional accreditation association as recognized by the Council for Higher Education.
  • A master's degree in one of the aforementioned fields and/or CPA is preferred.
  • Two to three years of experience in accounting including in the areas of budgeting, general ledger, fixed assets, reconciliations and procurement.
  • Experience with federal grants and uniform guidance, and knowledge Head Start regulations is preferred.

  • Ability to work effectively with staff, parents, board members, contractors, oversight agencies and the public.
  • Experience and competencies in Microsoft Office, Word and Excel, and a demonstrated ability to gain computer skills in agency general ledger software.
  • Must be able to pass a criminal record check with fingerprint clearance and drug screen.
  • Willingness and ability to work evenings and/or extended hours to attend meetings and meet deadlines.
  • Willingness and ability to travel to child care partner locations and special events.

CERTIFICATES, LICENSES, REGISTRATIONS Valid driver’s license, auto liability coverage, and transportation.

PHYSICAL DEMANDS The physical demands are those representative of established, general office activities including, but not limited to, the use of personal computers and other office equipment, light to very moderate lifting, and those activities that an employee must do to successfully perform the essential functions of this job. Occasionally, this job requires more varied physical demands, which are dependent upon various training/meeting activities. WORK ENVIRONMENT The work environment is that of a general office environment characterized by well-lighted workspaces and offices, a moderate noise level and all season climate control. GRANT FUNDED POSITION This position is funded through an EHS-CCP grant. The grant funding is renewed on an annual basis and the position is dependent on continuation of the grant funding.
