USAID’S CBP PROGRAM SUMMARY:
The United States Agency for International Development-funded Child Blindness Program (CBP) is a five-year, $17.5 million Project, implemented by Integrative Sciences (IntSci). The purpose of CBP is to expand the availability, accessibility, and quality of eye health services to vulnerable children and other populations with limited access to sight-saving services and consists of two interrelated components and corresponding objectives:
Component 1: To increase the number of children provided with quality sight-saving eye health services.
- Objective 1a: Availability and accessibility of quality vision services for children and other vulnerable groups expanded;
- Objective 1b: Administrative, technical, and financial capacity of grant recipients enhanced; and
Objective 1c: Monitoring and evaluation approach and review process of grant-funded activities strengthened.
- Component 2: To advance the global knowledge base on best practices and innovative approaches for pediatric eye health programs.
- Objective 2a: Evidence base and innovative approaches in testing, design, and scale-up for eye health in various country contexts expanded; and
- Objective 2b: Communication and networking platforms to share program experiences and grantee resources and reach.
JOB SUMMARY:
The Finance Assistant (FA) is a member of USAID’s CBP team who reports directly to the Senior Program Manager (SPM), while working in close collaboration with the Finance Specialist (FS) to advance the financial goals and objectives of the program. Specific responsibilities include, but are not limited to, the following:
MAIN RESPONSIBILITIES:
- Under the direct supervision of the SPM and in collaboration with the FS, the FA is responsible for supporting finance-related duties under USAID’s GUC management. This includes pre-award, award, implementation, and post-award administration of the grant budgets and other related duties throughout the life USAID’s CBP. The FA will adhere to the establish financial and administrative systems fulfilling all USAID rules and regulations and in line with IntSci’s financial policies and procedures.
- Provide assistance to the FS in the timely review of cost-reimbursable financial report documentation, inclusive of individual receipts, vouchers, and expense reports, as well as milestones and deliverables for Fixed Amount Awards for payment purposes.
- Support the FS in reviewing sub-contract financial documentation and reports submitted by IntSci subcontractors and consultants under this award.
- Support the FS in analyzing program expenditure data and develop customized financial projections to ensure the timely and effective execution of program expenditures throughout the life of the project.
- Develop a strong working knowledge of USAID financial/procurement rules and regulations in order to support the grants program.
- Provide ongoing support during the grant negotiation phase, including budget reviews and providing detail notes in order to contribute toward final grant negotiations.
- Adhere to USAID’s CBP Information Management System (IMS) by filing all grantee’s financial information.
- Provide assistance to the FS for all financial reporting requirements.
- Provide support to other administrative and financial functions as assigned.
QUALIFICATIONS:
- Minimum of three years of experience in finance-related areas, including budgeting, accounting, and auditing experience required;
- Experience working with donor-funded program, USAID-funded (or other USG-funded) programs preferred, including experience with various grant types such as Cost-reimbursable grants and Fixed Amount Awards (FAAs);
- High level proficiency in computer software applicable for financial management and attention to detail skills required;
- Strong organizational skills to balance heavy work-load, which various at times and multiple priorities of a global grants program;
- Excellent oral and written communication skills;
- Demonstrated ability to communicate with grantees from developing countries that expands globally and within cross-cultural settings;
- Willing to adjust work-hours to accommodate various time zones of the grantees;
- U.S. citizenship or a valid U.S. work permit is mandatory.
EDUCATION:
A minimum of a Bachelor’s degree in finance, accounting, business administration, public health, social sciences international development, or other related field.

Pay: $35,000.00 - $40,000.00 per year
