Export Compliance Analyst Details

The Lockheed Martin Missiles and Fire Control Integrated Air & Missile Defense (IAMD) line of business is seeking a Regulatory Compliance Analyst to support the Program Export Coordinator (PEC) for the Terminal High Altitude Area Defense (THAAD) Program which is part of the Upper Tier IAMD (UTIAMD) mission area. The position will be located in Huntsville, AL.

The Regulatory Compliance Analyst will coordinate regularly between THAAD International Programs and the PEC.

Responsibilities includes:

Interpret federal and state and / or international regulations as they apply to products, processes, practices, and procedures. Investigates and resolves compliance problems or questions at the program level.

Provide Program with knowledge and background of policies and procedures to ensure Program is in compliance with the appropriate statutes and regulations and that regulatory reporting requirements are met.

May develop and implement programs designed to increase employee awareness and knowledge of compliance policies.

May audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations.

May include compliance review and approval of promotional materials, including post marketing.

Work with the Program to identify the need for licenses / agreements and aid in preparation of requests (fact finding, data gathering).

Work with Program on updates to license / agreements when necessary (add / update supplier).

Ensure export scheduling and compliance requirements are adequately represented when developing new or revised program plans.

Work with Communications to ensure that Company data (e.g., brochures, exhibit material, films, abstracts, papers, articles, other written or visual material, etc.) is properly cleared for release by the Customer and / or the U.S. Government, as applicable, prior to dissemination to the public.

Make sure program understands and adheres to all policy / license proviso prior to release of all data / hardware.

Coordinate international visits.

Identify stakeholders for program training.

Review shippers (export) to ensure correct citation of licenses/exceptions/exemptions – and correct export classifications.

Coordinate exemption use with PEC.

Assist Program with Jurisdiction and Classification exercises documentation and migration into xClass.
Basic Qualifications:
Bachelors degree from an accredited college in a related discipline, or equivalent experience / combined education

Must be able to obtain a Secret clearance

Experience with The International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)

Must demonstrate effective written and verbal communication skills

Evidence of collaborative problem-solving experience

Proficient with MS Office suite

Experience with U.S. export laws and regulations, specifically the ITAR and the EAR, and how they apply to the everyday activities of a program

Experience determining U.S. export and import compliance licensing requirements
Desired Skills:
Familiar with Government Contracting practices, Direct Commercial sales (DCS) and Foreign Military Sales (FMS)

Familiar with export Jurisdiction (DoS / DoC) and classification U.S. Munitions List / Export Control Classification Number (USML / ECCN) determinations
