Environmental Health and Safety Technician II

Epsilon Systems Solutions, Inc. is currently seeking a full-time EHS Technician II in National City, CA.
Summary: Directly reports to the QA & EHS Supervisor and coordinates assignments with the EHS Administrator. Provides environmental, health and safety compliance support for Epsilon Systems Solutions, Inc. for work locations as assigned as part of the Production Team. Coordinates/administers tool box training and local required training at jobsites and coordinates with the EHS Administrator to ensure all jobsite records of training is provided for retention in the electronic Training Records Database. Assists Production Team Management for all EHS reporting requirements when on assignment. Verifies continual compliance to environmental, health, and safety procedures and training for trades at the jobsite.
Responsibilities:
- Provides management oversight, and career development of production trades related to environmental, health and safety requirements.
- Provides Project Safety inspections and assessments where requirements cannot be met by trade representatives.
- Represents the company as the “Safety Representative” qualified to accomplish the fire prevention and housekeeping inspection meeting the requirements of NSI 009-07
- Perform as a Permit Authorized Individual (PAI) for hotwork
- Perform as a Competent Person to inspect enclosed and confined spaces safe for workers/safe for hotwork.
- Monitors/assists production with Injury/Illness reporting and reports information to the EHS Administrator of injury/illness reporting.
- Inspects and monitors work performed on government and commercial work items, specializing in Hull, Mechanical and Electrical Inspections for environmental, health and safety compliance.
- Continually reviews work packages (including Test and Inspection Plan) during all phases of work for completeness, accuracy and compliance with technical specifications and customer requirements related to environmental, health and safety requirements.
- Assists QA to establish EHS requirements for basic Test and Inspection Plans for projects.
- Performs in-process work surveillances, safety surveillances and conducts final work-package review (for Production final review) after work-completion for EHS related required OQE.
- Provides information to QA Department and EHS Administrator to initiate Corrective Action Requests, and Preventative Action requests as related to production work to ensure compliance with established policies, procedures and work instructions.
- Assists QA for Supplier evaluations related to EHS requirements during production work for continual monitoring.
- Assists Program Managers, Project Managers, and Supervisors/Foreman in the understanding of NAVSEA Standard Item and other customer related requirements to ensure work is conducted accurately and safely.
- Provides jobsite oversite for compliance to written procedures and training for environmental, health, safety and quality for Hull, Mechanical, and Electrical Trades work and tasks
- Performs Job Safety Analysis/Job Hazard Analysis and prepare JSA/JHAs
- Monitors compliance with company Environmental, Health and Safety Management Systems, Workmanship standards and Customer requirements.
- Coordinates collection and removal of all HAZMAT.
- Defines EHS related test standards, and specifies test equipment associated with requirements established in test and inspection plans.
- Schedules and conducts self - environmental, health and safety inspections, audits and surveillances as directed by the Production Management Team.
- Performs audits and evaluations of Suppliers/Subcontractors for environmental, health and safety during worksite performance.
- Works with customer environmental, health and safety representatives to coordinate inspection and acceptance activities.
- Reviews environmental, health and safety control requirements with customer representative to assure compliance with requirements.
- Maintains all required environmental, health and safety records and documentation at the worksite, provides copies to EHS Administrator as directed.
- Monitors/tests workplaces as necessary for environmental/health hazards.
- Verifies availability and monitors use and maintenance of safety equipment.
- Evaluates situations or makes determinations (with EHS Administrator oversite) when a worker has refused to work on the grounds that danger or potential harm exists.
- Maintains all required environmental records and documentation at the worksite.
- Plans emergency response drills at the worksite as necessary.
- Prepares or reviews specifications or orders for the purchase of safety equipment, ensuring that proper features are present and that items conform to health and safety standards for work site performance.
- Performs accident investigations to help determine Root Cause and Corrective Actions.
- Perform other duties as assigned by the QA & EHS Supervisor or when assigned to the work site as assigned by the Production Management Team.
Requirements:
- 2 years waterfront environmental, health and safety experience for NAVSEA contract work or 4 years military service with specialized training and certifications in environmental, health and safety.
- Maintain a security clearance for access to all required work areas on Naval Vessels.
- Knowledge of and fully understand Environmental, Health and Safety and NAVSEA Standards for shipboard work.
- Knowledgeable in shipyard, maritime, and commercial work practices, environmental, health and safety, Metal-work and contracting methods.
- Knowledge of Navy ship repair processes and procedures.
- Knowledge of OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards
- Knowledgeable in all aspects of workplace environmental, health and safety.
- Ability to read, write, speak and clearly communicate in English.
- Must be able to physically access shops, small crafts, and confined spaces within the shops and crafts.
- Proficient in Microsoft Office Programs such as Word and Excel
- Base Access: Must be able to obtain and maintain access to U.S Military bases and shipyards for performance of job duties.
Preferred Requirements:
- Completed the initial 24 hour training for Competent Persons by utilizing a National Fire Protection Association (NFPA) Certified Marine Chemist or NFPA Instructor.
- Completed the OSHA 5410; Occupational Safety and Health Standards for Maritime Industry or NAVSEA Approved equivalent.
- Completed the OSHA 3095; Electrical Standards or NAVSEA Approved equivalent.
- Completed the OSHA 3115; Fall Protection or NAVSEA Approved equivalent.
- Completed the OSHA 521; OSHA Guide to Industrial Hygiene or NAVSEA Approved equivalent.
