The Department of Economic Security, Division of Employment and Rehabilitation Services, is seeking an experienced and highly motivated individual to join our team as a Human Resources Employee Relations Supervisor.

This position provides assistance and guidance regarding highly sensitive and confidential issues and recommends appropriate discipline; oversees fact finding and reports of allegations of violations of Standards of Conduct, grievance complaints, and EEOC complaints; supervises the work of the HR ER team performing work of considerable difficulty with high confidentiality; evaluates work volume and determines assignments for direct reports. The ER Supervisor ensures integrity and consistency when addressing Employee Relations matters while adhering to State and Federal Laws and Statutes, ADOA rules and regulations and DES policies and procedures.

Job Duties: This position is responsible for:
  • Managing the HR Employee Relations team performing work of considerable difficulty with high attention to detail and confidentiality.
  • Evaluating workloads, determining assignments, resolving problems and questions regarding work methods and processes.
  • Providing day-to-day operations oversight for HR functions to Division management and field staff on ADOA Personnel rules and Department and Division-specific policies, procedures and practices relating to employee relations.
  • Tracking and monitoring Division AMS measures, ensuring actions are completed timely and accurately.
  • Monitoring timely review/responses to grievances and EEOC complaints.
  • Conducting high level investigations at the Assistant Director's (A.D.) request, conferring with the Attorney General's office, Office of the Inspector General, Office of Equal Employment Opportunity or the Office of the Director.
  • Maintaining the Division's internal tracking system and generating weekly reports of ER actions, status and outcomes.

Knowledge, Skills & Abilities (KSAs): Knowledge of:
  • Laws governing Federal EEO programs, ADOA/DES Personnel rules, policies and principles of personnel management.
  • ER principles and concepts.
  • HRIS; Tracking and reporting systems; Reporting and data analytics.
  • FLSA, FMLA and ADA.
  • Progressive discipline; Investigation and fact-finding practices.
  • DES resources such as Microsoft Office and G-Suite.

Skills in:
  • Leadership and supervisory techniques.
  • Communicating effectively, orally and in writing.
  • Establishing and maintaining effective working relationships with all levels of management and staff.
  • Interpreting complex labor laws, regulations, policies, procedures and guideline.

Ability to:
  • Maintain confidentiality.
  • Maintain objectivity while conducting fact-finding interviews in a professional, organized and objective manner.
  • Prioritize and manage assignments with frequent changes in priorities and deadlines.
  • Mentor, coach and counsel subordinate staff.

Selective Preference(s):
  • Five or more years of experience in relevant area with increased responsibility over time, requiring at least two years specialized experience in area of assignment; Bachelor's degree in relevant field may substitute for two years of specialized experience.
Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on State business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
