Assists and supports the development and implementation of all activities for Stormwater's (STW) Emergency Management program for its three Divisions - Stormwater Planning, Maintenance and Stormwater Management and Urban Forestry. Responsibilities include assisting and supporting program oversight, planning, and implementing emergency operations, training and exercises or drills, documentation, and reporting, and serving as a point of contact or liaison for all emergency management related issues. This position provides day-to-day implementation of Stormwater's Emergency Management Program including all phases of disaster preparedness, response, and recovery for an emergency. Ensures that STW, in coordination with the county Department of Emergency Management and Security (DEMS) is prepared to respond to a variety of both natural and man-made emergencies. Supports the coordination of STW program-wide emergency management planning and response efforts. Carries out the development, review, revision, and operationalization of STW's division level emergency plans, such as Business Continuity Plan (BCP)/ Continuity of Operations Plan (COOP) and the West Drive Emergency Action Plan (EAP). Coordinates the development, review, and revision of the flood response and snow removal operations plans. Carries out the development review and revision of the flood response field monitoring instructions. Supports the maintenance and updates of dam emergency action plans. Serves as STW's representative for updating the county Emergency Operations Plan and Pre-Disaster Recovery Plan. Ensures compliance with training requirements for emergency management. Serves as an active member of the DPWES Emergency Management Team.Note: This position is designated as one of the agency's emergency personnel positions, essential to providing countywide flood response and snow removal operations during inclement weather emergencies. Required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

MINIMUM QUALIFICATRIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.Incident Command System (ICS) 100 within 12 months of hire.Incident Command System (ICS) 200 within 12 months of hire.Incident Command System (ICS) 700a within 12 months of hire.Incident Command System (ICS) 300 within 12 months of hire.WEB-EOC National Incident Management System (NIMS) within 12 months of hire.NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Experience developing and conducting training workshops and instructional materials. Advanced experience with Microsoft Excel or other spreadsheet or database software for data analysis and producing management reports.PHYSICAL REQUIREMENTS: Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness.
