Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Prepares budgets for training and educational programs, manages contracts for training services, and works on grants and grant management. 2. Oversees the development of teaching methods and outlines, training aids, and texts and text materials involving leadership and supervisor development. 3. Coordinates the design, development, and evaluation of training in a classroom, through distance learning, or in an e-learning environment. 4. Designs and develops methods for assessing and evaluating training effectiveness. Evaluates data, statistics related to crimes against persons for research and program. Reviews reports for approval. 5. Plans, develops, reviews, revises, and implements training programs, policies, and procedures. Provides review and monitoring for legislative bill analysis. 6. Oversees the planning and coordination of training and educational programs, services, and activities involving leadership and supervisor development. 7. Identifies long-range training goals and recommends programs to achieve goals. 8. Advises staff in resolving training problems, and ensures the effective use of modern training methods and techniques. 9. Promotes the use of training services, methods, and techniques. 10. Facilitates workshops and meetings, liaison with law enforcement agencies, non-government organizations, focused on interpersonal communication skills, leadership, and supervising others. 11. May evaluate, recommend, or plan supplemental training programs with private employers and state or federal agencies. 12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 13. Perform other duties as assigned. GENERAL QUALIFICATIONS and REQUIREMENTS Education – Graduation from an accredited four-year college or university with a major in Education, Management, or a related field. Experience – Minimum of two (2) years’ experience teaching / facilitation experience in Communication, Leadership, Supervision, Professional Development, or a related field. Minimum of two (2) years’ experience supervising multiple mid-level to first line supervisors. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
