GENERAL DESCRIPTION
Perform advanced (senior-level) professional administrative and policy analysis work. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals. Responsible for coordinating and evaluating business functions, division, or department activities; developing and evaluating budget requests, and monitoring budget expenditures. Work under limited supervision with considerable latitude for the use of initiatives and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES
1. Oversee and/or establish goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals within the Budget section.
2. Oversee the allocation of resources to achieve timely outcomes and measurable goals; monitor and evaluate the effectiveness and efficiency of staffing levels.
3. Oversee the development and implementation of techniques for evaluating business function(s), division(s), or department(s) activities; the identification of areas that needed change; and recommendation of initiatives to improve operations, and oversee implementation of changes.
4. Prepare management and productivity reports; review and approve documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
5. Monitor compliance with policies and procedures; and provide input to new policies and procedures.
6. May coordinate and respond to external and internal inquires for the Budget section.
7. May establish and maintain liaison with other state agencies.
8. May represent Budget section for Finance as needed within the agency.
9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
10. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS
Education – Graduation from an accredited four-year college or university with major course work in business administration, or a related field is required.
Experience – Minimum of two (2) years’ experience in business administration.
Substitution Note: Additional education of the type described may be substituted for each year of experience required, up to four (4) years. Note: thirty (30) semester hours is equivalent to one (1) year of education.
Licensure and/or Certification – Must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Including the Department’s organizational structure and functions and responsibilities of the various Divisions and their principal organizational components.
Accounting Knowledge - Considerable knowledge of generally accepted accounting and financial reporting principles and practices, of budgeting processes and methods and of equipment, software, methods and processes applicable to automating complex, large-volume accounting and budgeting activities. Ability to direct the preparation of accurate estimates, expenditure reports, fund balances, revenue and expenditure projections and related reports for executive management.
Supervisory/Managerial/Leadership Skills – Skill in establishing plans and setting objectives and goals that support an overall agency strategy. Knowledge of management and supervisory methods and principles, performance and productivity standards, and financial systems management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment while making progress on several tasks that have varying interdependent relationships (singular, sequential, parallel and reciprocal dependencies, etc.).
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Skill in effective written and oral communication.
Research and Comprehension – Skill in coordinating and solving problems; in developing reports or revising reports; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems. Analytical Reasoning/Attention to Detail – Ability to analyze factors and elements involved in the Department’s budget problems and identify and present alternative solutions for effective solving of budgetary issues. Ability to analyze systems and procedures; to write and revise standards and procedures; to handle multiple projects; to communicate effectively; and to plan, assign, and/or supervise the work of others.
Technology – Skill in operating personal computers and computer terminal with a variety of software systems in stand-alone, network and host-integrated configurations, including skill in spreadsheet applications and data base manipulation. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Weekend work and overtime are required periodically to meet the request of executive management and legislative requests.
