General Statement of Duties

Oversight responsibility for daily management, coordination and direction for continued growth and implementation of the Collaborative Agreement. The Manager should have a thorough understanding of the history, process, and key components of the Collaborative agreement. Lead other City staff, law enforcement personnel and partners, such as social service providers and community stakeholders, in the implementation of the Collaborative Agreement. Reporting directly to the City Manager and/or Assistant City Manager, the Collaborative Agreement Sustainability Manager will need to be an effective collaborator, communicator and partnership builder across law enforcement, criminal justice agencies, civil rights advocates, and social services communities in order to accomplish the following:

  • Ensure an effective, coordinated focus on violence prevention across Cincinnati, collaborating with other law enforcement agencies, community partners and social service providers in Cincinnati in an effort to reduce violent crime
  • In conjunction with the City Manager's office, law enforcement, social service organizations, and community partners identify violence prevention best practices and establish action plans.
  • Provide ongoing analysis, regular updates, reports and recommendations to the City Manager regarding recommendations and implementation plans created from the 2017-2018 Cincinnati Collaborative Agreement Refresh.
  • Manage, facilitate, organize, and provide continuous reporting of activities, quarterly/ or annual plans of the Management Advisory Group (MAG).
  • Manager should have a process to identify providers who are working throughout community but are not working in partnership with City efforts to establish a relationship that leads to collaboration among other providers and or agencies.
  • Working alongside the City communication director, the Manager should create a plan that continuously raises public awareness regarding the objectives of the collaborative agreement and anti-violence efforts and communicates progress toward goals and community engagement opportunities by utilizing tools such as the City webpage, social media and earned media.

The Collaborative Agreement Sustainability Manager will develop, execute, and manage plans and processes ensuring performance that meets or exceeds defined goals outlined below:

  • Build relationships of respect, cooperation, and trust within and between police and communities
  • Establish productive, working relationships the MAG, community partners and service providers.
  • Collaborate to improve education, oversight, monitoring, hiring practices and accountability of the Cincinnati Police Department to foster fair, equitable, and courteous treatment for all.

Minimum Qualifications (KSAs)

Knowledge of:Management principles involved in strategic planning, resource allocation and coordination of people and resources. Process development, training, coaching and change management principles. Mechanics and inner workings of city government. Criminal justice, law enforcement, community development and public safety operations. Principles of management, supervision, training, and performance evaluation. Report writing and editing. Statistical methods for analyzing compliance with requirements of various programs. Design and implementation of community-police relations policies, particularly those resulting from federal consent decrees; with a preference for working knowledge of the City of Cincinnati Collaborative Agreement.

Ability to:

Prioritize and delegate work assignments and prepare clear and concise reports. Supervise project coordination involving a staff of professional economists, and requiring the evaluation.
Analyze data and statistics; make decisions based on analysis. Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, and the general public. Maintain confidentiality of City information.

Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited college or university in criminal justice, human services, criminology, public administration, or related field. Master's Degree or JD preferred. Applicant must have five (5) years of full-time experience in a similar or relevant position providing senior-level management and analytical support in the public, non-profit or private sector. Experience in applied police-community problem solving strongly preferred.
The preferred candidate must be able to work effectively with law enforcement personnel, community leaders and social services organizations and possess knowledge, skills or abilities to:
  • Create comprehensive plans that identify all tasks, resources and deliverable required to achieve the results.
  • Thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results.
  • Effectively communicate, possessing both strong public speaking and writing skills.
OTHER REQUIREMENTSMust have a valid Driver's License. Must be an excellent communicator and collaborator. Must be able to work irregular hours.
MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Provides daily operational management and oversight of the Collaborative Agreement. Research, develop, and manage the use of best practices in effective and transparent community-police problem solving, specifically, utilizing data analytics to assess bias in policing; design plans that specifies short and long-term goals that are consistent with the initiative; and facilitate implementation of the strategies identified in the plan with an emphasis on maximizing effective engagement.
Collaborate and partner with law enforcement representatives, social services, ex-offender reentry agencies, community leaders, faith-based groups, and educational leaders across the City.

  • Continue ongoing external reporting of the Collaborative Agreement and associated Refresh Action Plan.
  • Prepare analytical and statistical reports on the operations and activities.
  • Represent the program area before the Mayor, City Council, boards, commissions, and business and community groups.
  • Actively work with the Manager's Advisory Group (MAG) to ensure continued focus of recommendations and strategies utilizing problem solving to be on the forefront of crime prevention efforts.
  • Identify performance measures associated with program initiatives to ensure program goals and objectives are met.
  • Continuously collaborate with Office of Performance and Data Analytics to identify data necessary for decision-making, evaluating and reporting.
  • Assist with continuous training of data interpretation as it relates to violence prevention while providing translations that are easy for ALL to understand and provide advice to City Manager and other determined stakeholders based upon results.
Participate as the City's representative in multi-agency initiatives related to Crime prevention efforts from City Manager’s office.
Communicate progress on a regular basis to all relevant stakeholders, both in written and oral forms.
  • Work with the Office of Human Services to assist and identifying gaps in service offerings and realign existing and new contracts with the overall goals of violence prevention and wrap around service.
