DIVISION CHIEF, TRANSPORTATION ENGINEERING
An Overview
The Division Chief/Transportation Engineering performs high level administrative and professional engineering work directing the day-to-day activities of the Transportation Engineering Division. Under the direction of the T&ES Deputy Director of Transportation, the Division Chief designs, develops, manages, and implements all initiatives, functions, and activities of the Transportation Engineering Division of the Department of Transportation & Environmental Services (T&ES). This position is a key advisor to senior management and elected officials on strategic, technical, and operations policy as well as other risks and decisions to ensure the success of the division and the department. This position represents the Division and T&ES at public meetings and performs other duties as assigned. The incumbent directs, coordinates, monitors, evaluates, and assigns work to a diverse group of personnel, provides guidance, coaches, and leads activities to maintain morale, provide motivation and enforce discipline.

Management
- Plans, directs and coordinates the activities of the Transportation Engineering Division, including financial oversight of the budget (operations, capital and special projects), personnel duties (hiring, evaluations, etc.), and administration of all transportation engineering projects and programs.
- Oversees the Smart Mobility Program which requires staying on top of current trends and predicting future trends in transportation technology related to mobility, traffic, and intelligent transportation systems.
- Administers all transportation engineering programs for the City; Provides expert counsel to senior management and professional staff on the traffic engineering for large scale transportation projects, redevelopments and small area planning;
Tasks
- Prepares docket items, reports and/or analyses for the City Manager, City Council, and the T&ES Director, and recommends strategies and policy options on studies, proposals, and other reports;
- Administers large scale capital projects, in coordination with the Department of Project Implementation, that requires coordinate with state and federal funding and regulatory agencies;
- Attends a variety of meetings and conferences and stays abreast of developments in transportation engineering and technology;
Teamwork

- Develops and maintains relationships with regional counterparts, T&ES Operational and Planning divisions and with other departments such as Project Implementation, Planning and Zoning and Information Technology Services to implement transportation engineering projects.
Minimum & Additional RequirementsThe Ideal candidate
To qualify for this position all candidates must possess a Bachelor's degree in Civil Engineering. Eight years of progressively responsible engineering experience including civil engineering project management, infrastructure design and construction in the public sector, including three years of supervisory experience, and licensure as a Professional Engineer in the Commonwealth of Virginia; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred QualificationsTo be considered as an ideal candidate, one should possess a Master’s Degree in Engineering, or closely related field. Ten years of experience in project management, including effective management of project budgets. Eight years of supervisory experience; five (5) years of experience presenting technical information effectively, both orally and in writing, to large groups and senior management.
