West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett—St. Johns, Samaritas, and Wellspring Lutheran Services. WMPC is piloting an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services, utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. WMPC’s mission is to empower communities to create better futures for children and families through innovation and collaboration and it does this through its core values of accountable, data-driven, innovative, trauma-informed, tireless collaboration, and social justice.

POSITION SUMMARY

The Director of Performance and Quality Improvement (PQI) is responsible for developing and executing WMPC ‘s PQI plan. The PQI Plan will incorporate service and child outcomes, deliverables, performance indicators, and metrics established by the WMPC Evaluator, the Kent County Department of Health and Human Services (DHHS), the Council on Accreditation (COA), and WMPC Strategic Plan. The Director of PQI will report directly to the CEO and will work closely with the Director of Care Coordination and Innovation (DCCI), the Chief Financial Officer (CFO), and the Chief Engagement and Equity Officer (CEEO). The Director of PQI provides senior leadership to the organization and has a key role in developing and implementing the WMPC mission, vision, values, and strategic plan. Position is eligible for a $1000 sign on bonus.


JOB DUTIES

Quality Improvement

  • Develops, leads, and implements audit process for WMPC subcontractors to assess contract compliance and program quality.
  • Develops, leads, and monitors Performance Improvement Plan process for WMPC as well as for subcontractors.
  • Develops and leads mechanisms for quality assurance reviews of case records and MiSACWIS; ensures appropriate follow up with subcontractors as needed.
  • Develops and leads WMPC’s internal quality improvement processes.

Data Infrastructure

  • Defines and leads the portfolio of work associated with data management systems, including quality assurance processes for incoming data and methodology of dashboard reports.
  • Oversees data analytics and evaluation of the child welfare continuum of care programming as well as supportive programming.
  • Develops data sharing agreements with other partners in the community serving WMPC clients.

Performance Improvement

  • Develops, leads, and implements strategies, plans, and tools for monitoring and quality assurance of subcontractor performance to ensure improved child outcomes, cost-effectiveness, contract compliance, consistency with COA and licensing standards, as well as professional ethics.
  • Develops plans to incentivize positive subcontractor performance.
  • Partners with the CEEO and DCCI to implement and conduct stakeholder satisfaction surveys and focus groups including clients and caregivers for continuous quality improvement, evaluation of program effectiveness, and engagement of clients and community stakeholders.
  • Develops and implements strategies to build data capacity across network providers and external partners.
  • Shares training needs identified through evaluation and quality assurance activities with the Director of Care Coordination and Innovation.

Risk Management

  • Oversees critical incident tracking and investigation.
  • Develops and ensures effective implementation of grievance processes.
  • Coordinates on-site funder monitoring visits to include schedule preparation, collection of data, and other requirements stipulated by funder.
  • Oversees the Council on Accreditation (COA) accreditation process for the WMPC; serves as the primary WMPC liaison to the COA.
  • Oversees record keeping of program information, policies and procedures and guidelines.
  • Ensures WMPC file maintenance complies with federal, State, and county regulations, COA standards, and contract requirements.
  • Attend cross-training for other agency-related functions such as safety, certified investigations, and compliance reviews.

Leadership

  • Motivates and leads a high-performing PQI team; attracts, recruits, and retains required members of team.
  • Responsible for ensuring timely and quality reporting to the Michigan Department of Health and Human Services (MDHHS) and Kent County DHHS, WMPC Board, the Council on Accreditation (COA), and other stakeholders.
  • Remains knowledgeable of current quality improvement strategies and data analytics.
  • Cultivates relationships with other leaders at Community Based Care organizations as well as other professionals in the community to enhance performance and quality improvement work at WMPC.
  • Serves as the primary WMPC liaison with the MDHHS local and state CQI staff.
  • Develops mechanisms for regular dissemination of all relevant Michigan State, Kent County Department of Health and Human Services, and federal government regulations, requirements, policies, and procedures to WMPC subcontractors and WMPC staff.
  • Develop and oversee project management framework and portfolio of work.
  • Researches and writes papers or other educational documents regarding programmatic and systemic trends and issues.
  • Participates in periodic inter-office projects, such as strategic planning, staff development, conferences, annual reports, grants, etc.
  • Demonstrates adaptive leadership by growing to meeting the additional duties defined by changes occurring in the child welfare system.

PERSONNEL SUPERVISED

Directly supervises Performance Quality Improvement Manager, Data Analytics Lead, and other staff as assigned. Any other necessary consultants, interns, and volunteers as appropriate.


QUALIFICATIONS

Education Level

Master’s degree in Social Work, Mental Health, or related field.

Field of Study/Specialty

3-5 years of progressively responsible experience; clinical license preferred. Experience working for a child-placing agency preferred

Knowledge, Skills, and Abilities
  • Knowledge of child welfare principles/standards, practices, and systems (i.e., foster care, adoption, child placing agency licensing and placement procedures)
  • Knowledge of historical racism, systemic discrimination, implicit bias, and the linkage to inequities in child and family outcomes.
