Job Description

This position supports the Office of Institutional Equity (OIE) & Title IX programs and initiatives to include conducting administrative investigations, developing, and conducting education, and prevention programs and training, and advising and counseling all levels of the organization on matters relating to sexual harassment, discrimination, retaliation, and sexual misconduct. It also shares responsibility for supporting and advancing the College's commitment to providing safe and secure educational and workplace environments that are free from discrimination and sexual harassment to include sexual violence. Specifically, this position reports to the CSN OIE Director/Title IX Coordinator and assists with the coordination, response, investigation, and resolution of reports asserting violations of CSN's non-discrimination policies. The Deputy will serve as a point of contact and resource for those seeking information on wanting to report allegations of discrimination based on membership in a protected class, or retaliation based upon engaging in a protected activity, from faculty, staff, students, visitors, and contractors. The Deputy Title IX will serve in the role of Title IX Coordinator when the appointed Title IX Coordinator is unavailable and supervise the OIE Coordinators/Investigators.

The ideal candidate should possess the following knowledge, skills and abilities.
  • Knowledge of federal and state laws, including but not limited to, related to EEO, OCR, ADAAA and/or Title IX
  • Ability to analyze and interpret comprehensive and complex federal and state laws, including but limited to, the Nevada Administrative Code, NSHE Handbook and CODE, CSN policies, and collective bargaining agreements as they related to affirmative action, discrimination, harassment, EEO, Title VII, and Title IX
  • Ability to determine and apply the appropriate policy standards in assessing and investigating allegations of discrimination
  • Extensive knowledge of the elements of proof for discrimination, harassment, sexual misconduct, and retaliation
  • Demonstrated ability to exercise discretion, superior judgment and analytical skills, and neutrality in highly sensitive situations involving allegations of discrimination, retaliation, sanctions, EEO/NERC filings, and Title IX policy violations, including investigations of alleged sexual assault, sexual harassment, stalking, and relationship or domestic violence
  • Relevant knowledge and ability to conduct EEO, and Title IX investigations to include being well-versed in interview and workplace investigative techniques
  • Excellent writing skills and presentation skills. Able to write comprehensive investigative reports quickly and effectively. Able to write effective emails
  • Skill in preparing, organizing, and appropriately weighting information, and formatting reports and responses related to requests from the EEOC, OCR, NERC, OFCCP, DOE, NSHE, and the CSN executive staff
  • Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies both in-person and online
  • Exceptional interpersonal and communication skills

  • Highly organized and able to appropriately log all actions into OIE database/Maxient for tracking
  • Ability to travel regularly to CSN campus sites to investigate assigned Title IX complaints, meet with complaints and respondents, provide training and education programs to students, faculty, and staff, and work with the Athletic Compliance Coordinator
  • Computer literate and advanced ability in working with Microsoft Word, Excel, Outlook, PowerPoint, and other programs
  • Have the ability to quickly learn new technologies and apply them to effectively complete job-related duties

Required Qualifications
  • Bachelor's degree with 5 years of investigatory experience regarding discrimination, sexual harassment, and retaliation or comparable experience related to ADAAA discrimination, Title IX, Title VII, and/or SHARP (or equivalent)
  • Supervisory experience
  • Experience in training and conducting EEO/NERC/Title IX /sexual harassment/safety /compliance and overseeing investigations using a civil rights model

Preferred Qualifications
  • Master's degree in a related field degree from a regionally accredited college or university, 3 years of investigatory experience regarding discrimination, sexual harassment, and retaliation or comparable experience related to ADAAA discrimination, Title IX, Title VII, and/or SHARP (or equivalent)
  • Management experience
  • Title IX investigator training/certification
  • Experience in training development and delivery
  • Experience in conducting equitable, confidential inquiries and investigations in discrimination and Title IX cases
