JOB SUMMARY

This position assists in the department’s fire prevention, code enforcement and fire investigation activities.

MAJOR DUTIES

  • Performs fire inspections of public facilities and businesses; performs re-inspection of businesses found in violation; prepares and serves warnings and legal notices; prepares related reports and maintains related records.
  • Reviews and approves blueprints for new construction and remodeling to ensure compliance with existing fire and life safety codes.
  • Responds to fire and other emergency calls and performs the duties of a Firefighter/EMT.
  • Assists in the delivery of fire prevention education programs by conducting classes and training for schools, business, civic organizations, and other groups; prepares alerts and public service messages; conducts tours of department facilities.
  • Provides information to the public on matters related to fire prevention.
  • Assists in conducting fire investigations to determine the cause and origins of fires.
  • Assists in fire alarm/detection and fire sprinkler system acceptance testing.
  • Prepares and approves burn permits and fire pit permits.
  • Provide stand-by at special events.
  • Investigate citizen complaints.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of the principles, methods and techniques used in fire investigations.
  • Knowledge of building and fire code enforcement principles.
  • Knowledge of fire detection and suppression equipment.
  • Knowledge of public education principles and practices.
  • Knowledge of the Incident Command System.
  • Knowledge of current and accepted fire prevention, firefighting, rescue, emergency medical, and hazardous materials procedures.
  • Knowledge of fire and emergency response equipment, tools and vehicles.
  • Knowledge of departmental and city policies and procedures and related federal, state, and local guidelines.
  • Knowledge of city streets and geography.
  • Knowledge of computers and job related software programs.
  • Skill in reading construction blueprints.
  • Skill in conducting fire investigations to determine the origin and cause of fires.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Fire Marshal assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include National Fire Protection Association standards, arson investigation guidelines, state fire regulations, department and city policies and procedures, and various building, electrical and housing codes. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related administrative and technical duties. The necessity of interpreting and applying strict regulations to a diverse set of conditions contributes to the complexity of the position.
  • The purpose of this position is to participate in the department’s fire inspection, code enforcement, fire investigation, and fire prevention activities. Success in this position contributes to the safety of life and property in the city.

CONTACTS

  • Contacts are typically with coworkers, other city employees, elected and appointed officials, vendors, local business owners, non-profit organizations, representatives of other local fire departments, law enforcement personnel, court personnel, engineers and contractors, insurance company representatives, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting, standing, walking, bending, crouching or stooping.

The employee climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office, outdoors, and at emergency and fire scenes. The employee may be exposed to noise, machinery with moving parts, contagious or infectious diseases, irritating chemicals, extreme temperatures, hazardous situations, and inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of an associate's degree in a course of study related to the occupational field.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
  • Ability to meet current requirements set forth by the National Fire Protection Association and the South Dakota Firefighter's Association.
  • Must have or obtain the following within one year of employment: o South Dakota Firefighter o NIMS 100, 200, 700, and 800 o Certified NFPA1031 Fire Inspector o Certified NFPA 1033 Fire Investigator o Certified Emergency Medical Technician – Basic
  • Hazardous Material Technician within two (2) years of employment.
  • South Dakota Fire Service instructor following SD Fire Marshall Guidelines

RESIDENCY

  • Must reside within a 20-mile radius of City Hall.
