    About the Position: You will serve as the Deputy Assistant Director for Pricing and Contracting in the Defense Health Agency (DHA), Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)), Office of the Under Secretary for Defense for Personnel and Readiness (OUSD(P&R)). This position reports to the Assistant Director, Management/Component Acquisition Executive (AD-M/CAE).


    Responsibilities
    • Serve as the principal advisor on acquisition and contracting matters of strategic and operational importance of the Military Health System (MHS).
    • Responsible for providing acquisition and procurement services across the DHA including all the MTFs of the MHS, the DHA healthcare market offices, DHA HQ offices, and all other organizations under the authority, direction, and control of the DHA.
    • Responsible for creating and overseeing a professional, agile, and motivated DHA defense acquisition workforce that consistently makes smart business decisions, acts in an ethical manner, and delivers timely and affordable capabilities.
    • Provide oversight to acquisition and contracting initiatives including the Agency?s Government Purchase Card and the Contracting Officer?s Representative programs.
    • Establish and implement policies and ensure contracting practices comply with applicable laws and regulations.
    • Review specific cost proposal instructions to offerors in the pre-solicitation phase and provide guidance to contracting officers in responding to cost-related issues/questions during the solicitation phase.
    • Serve as Source Selection Authority or Fee Determining Official and conducts business clearance and approval of negotiation positions, as appropriate.
    • Ensure proposals are comprehensively evaluated in both competitive and noncompetitive acquisitions, including price and cost analysis.
    • Manage post-award contract administration actions for the Agency. This includes contract modifications, negotiations of changes, and exercise of options. Investigate and resolve contractor delays and past performance assessments.
    • Provide ongoing pricing and contract support to the TRICARE major acquisition programs, ensure pricing and contracting compliance and adequacy in the areas of policy interpretation and administration.
    • Provide direction and support to the TRICARE Health Plan (THP) staff, including the overseas TRICARE Area Offices (TAO), relating to the procurement of health care through the contracting process and execution.
    • Ensure acquisition planning concepts are integrated within the THP by providing technical expertise on acquisition planning and contract management related manners.
    • Provide executive direction in determining and defining long-?range operating and management goals and objectives for program operations.
    • Evaluate and control the plans, operations, and activities of the contracting organization to ensure the effective and efficient administration of the program.
    • Monitor multi-regional managed care support and claims processing service contracts, as well as other medical and dental support contracts, to ensure that contractors are fulfilling their obligations.
    • Exercise direct oversight responsibility to establish policies, strategies, performance standards, goals, procedures, processes and metrics for the contracting organization.
    • Translate mission strategies and goals into contracts, and provide leadership of the highest order to subordinates in the attainment of objectives.
    • Determine the need for, recommend approval of, and negotiate contracting services and assisted acquisition support from other DoD or Federal contracting activities to ensure Agency contracting workload is supported in an efficient, effective manner.
    • Develop robust partnership between clinical and medical support operations, TRICARE managed care operations, and medical researcher community to improve quality, safety, and usability of contracted products/services in MHS health care delivery.

    • As a Key Leadership Position (KLP), the incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
    • Incumbent must be a member of the Acquisition Corps or be eligible for membership in the Acquisition Corps at time of assignment.
    • Incumbent must meet the corresponding career field education requirement and have the experience commensurate with Level III certification. Failure to acquire or maintain Level III certification may result in an adverse action to include removal.

(Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.) You are required to respond to all ECQs. If you fail to do so, you will be rated ineligible.     MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. You are required to respond to all of the technical qualifications. If you fail to do so you will be rated as ineligible. Each MTQ must not exceed 2 pages.)
    • Comprehensive knowledge, including specific subject matter expertise and mastery, in all phases of the procurement process and the ability to analyze cost elements of multi billion dollar acquisitions for research and development, pre-production, production, and sustainment of information technology (IT) and acquisition of services (e.g., IT services, administrative and professional services, and medical services).
    • Specialized knowledge of performance measurement, contract terminations, delivery and acceptance, contract closeout processes, contract changes, repricing actions and final contract pricing, ability to obtain and review data from auditors and technical specialists, recommend cost and profit negotiation objectives, and conduct or participate in negotiations.
    • Broad knowledge of program control processes including familiarity with the full spectrum of system acquisition life cycle activities, data rights and intellectual property such as proprietary data, patents, acquisition of technical data and Government data rights clauses.
    DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives.
