In addition, OIT provides leadership and expertise on the design, integration, and management of data across city government. Data is key to municipal operations and business intelligence. The City of Philadelphia shares hundreds of datasets with the public and between departments: Open Data - opendataphilly.org, Metadata – metadata.phila.gov. As a result, residents can find information about assets, services and conditions in their neighborhood. Civic associations can lookup landlords and see if they have violations before supporting their zoning variance. Voters can trust that OPA property data and crime incidents are posted online for anyone to see. The City’s applications that support bill paying, filling permits, and all day to day transactions are reliant on OIT’s ability to effectively integrate and ingest data among various systems in multiple formats. The Data Analyst position is in CityGeo, the organization that coordinates data resources and GIS across Philadelphia Departments. The Data Analyst is responsible for organizing data from multiple sources and executing projects for open data releases, analysis, data development and integration, predictive analytics, scripting, and data modeling. This position will support the Open Data Program and other programs managed by CityGeo. The work is conducted with both spatial and non-spatial databases using a suite of desktop products including; ArcGIS, ArcGIS Online/Portal, PowerBI, and associated programs. Primary responsibilities will focus on preparing analyses, data creation, application development, coding, and data extraction/transformation/integrations to support business intelligence needs and measure organizational performance. This work will include statistical analysis, predictive analysis, developing metrics using python, -R, Excel, and other related GIS tools. The Data Analyst is also responsible for administering enterprise platforms, such as ArcGIS Online. The Data Analyst will work cooperatively with Department staff to understand program goals and database structures in order to design projects, develop data requirements, and integrate data for publication as Open Data and in the City’s Enterprise Data Warehouse (DataBridge). The Data Analyst will manage complex projects; and may supervise the day to day work of multiple lead or associate analysts at CityGeo. Supervisory tasks may include mentoring, managing, and developing methodologies and tasks for associate staff to execute. The candidate will support the OIT’s efforts to develop and promote data standards and policies for the creation, management, and sharing of spatial and non-spatial data for business intelligence, project/program performance tracking, and public open data publishing. Essential Functions Competencies, Skills & Abilities Required: Preferred: Five or more years of relevant professional experience required. Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering. Master’s degree is preferred. Did you know?
