The CUI Program Analyst will use their analytical skills to apply policy and procedures created by the client in providing the final recommendation on different review mediums. Each candidate must also display strong analytical skills, reading comprehension, attention to detail, and organizational abilities. This position will require experience in creating and reviewing procedures related to Controlled Unclassified Information (CUI).

Responsibilities & Qualifications: RESPONSIBILITIES
  • Assist in the evaluation of requirements associated with creating, processing, transmitting, handling, self-inspections, safeguarding, and destruction of CUI under the provisions of Executive Order 13556 and 32 CFR Part 2002. This includes the review of material for proper designation, marking, decontrol instructions, and inquiries related to marking application.
  • Assist in the identification of specific CUI categories and Subcategories handled by the Department and where applicable document any special handling requirements within associated laws, regulations and/or Government wide polices.
  • Assist in the review and evaluation of existing DOJ policy directives that prescribe protective measures for unclassified information, validate those policies against the approved categories and subcategories found on the CUI Registry, and assist in the preparation of appropriate documentation to modify or rescind affected policy directives.
  • Support Departmental CUI program management functions and implementation activities to include, program analysis, planning, development, management, and monitoring/tracking initiatives. Prepare CUI white papers and program documents including implementation plans, monthly status reports, status updates and general information briefings.
  • Assist the Department in developing manuals and guides which promulgate information security policies for the protection of CUI to include but are not limited to standard operating procedures, marking guides, memorandums, letters, policy statements, and manuals within the Department’s systems of directives and correspondence guidelines
  • Prepare training and awareness materials that explain the CUI Program, the CUI Registry’s purpose, structure and proper use, describing the differences of CUI basic and specified categories and addressing the methods and practices for properly sharing and disseminating CUI within the Department and with external entities inside and outside the Executive branch.
  • Assist in preparing and drafting CUI security awareness materials including but not limited to scripts, visual aids/training material, handouts, bulletins, etc.
  • Assist in the establishment and operation of a system for reporting and remediating incidents involving CUI.
  • Assist in the establishment and operation of a DOJ CUI self-inspection program and internal oversight activities.
  • Assist in the assessment, evaluation and preparation of CUI activity reporting and checklists, including but not limited to, implementation activities, training statistics, incident management, self-inspection and implementation and sustainment costs.
  • Effectively communicate information on CUI policies, procedures and activities orally and in writing Participate in CUI and related working groups. Ability to lead discussions or briefings on CUI highly desired.
  • Analyze, research and make the final recommendation on classified and unclassified records.
  • Ability to perform a variety of information management reviews.
  • Participates as a team member but also works independently to adjudicate decisions on documents (independent research is also required).
  • Proper understanding of document markings and ultimately proper handling.
  • Strong understanding of classification, declassification, and FOIA exemption categories.
  • Ability to properly recognize actual and possible nuclear weapons, intelligence information, and military planning information in all types of documents.
  • Ability to correctly apply appropriate review guidance.
  • Responsible for creating and reviewing procedures related to CUI
  • Ability to apply proper records management techniques to ensure the integrity of reviewed material.
  • Able to research information and make informed decisions.
  • Ability to interact with the government client when necessary.
  • Assists with new analyst training.
  • Plans work, mentors and provides consistent feedback to junior and information management analysts.
  • May be asked to lead small ad hoc teams of short duration.
  • Perform all other position related duties as assigned or requested.
REQUIRED QUALIFICATIONS
  • Clearance Required - Top Secret
  • Demonstrated thorough knowledge of Executive Order 13556 and 32 CFR Part 2002
  • Bachelors degree and 5-10 years relevant experience; or 7 – 10 years’ direct experience in declassification, research, FOIA, public policy, intelligence, or records management.
  • Excellent communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Ability to lead meetings, moderate and facilitate meetings and give briefings highly desired.
  • Position may require periodic travel within the National Capital Region.
