Primary Responsibilities:This position will provide Project Lead (PL) support to the AIRWorks (AW) Program Executive Officer, PEO (A) and (T) Portfolio Manager (PM) in support of multiple projects including the Blue Angels and T-45 TACAN Project. In addition, the PL will support development of Project Execution Strategies(PES) for new projects.
The PL is responsible for executing all project activities to include support and analysis, acquisition support planning and procurement contracting, creating and managing schedules/spend plans, resource management, plan of action/milestones, document and data management, and sustaining activities for the PRO(T) projects. The PL will be responsible for communicating with AIRWorks Leadership, project team members, customers, stakeholders and other technical competencies on a daily/weekly/monthly/quarterly basis to maintain project performance, cost, schedule sufficient to identify critical path delays and provide related mitigation strategies. The PL will also conduct Project Management Reviews consisting of C/S/P planning, documentation, tracking, reporting and associated metrics for the AIRWorks PM to adequately establish resource requirements and ensure project requirements are attained.
Tasks Performed:The candidate will lead the effort in the planning and execution of project C/S/P to include the following:
- Direct Project Execution Strategy (PES) and Proposal execution
- Review Statements of Work (SOW), Performance Specifications, Request for Proposals and Contract Data Requirements List (CDRL)
- Review and track contract deliverables and milestones; track and report performance to plan
- Detailed file and data retrieval organizational skills that support team members need for access to large amounts of data
- Provide project control in various areas including but not limited to developing Standard Work Packages (SWP), Rough Order of Magnitude (ROM), spend plans, acquisition documentation and activities, and program technical documentation
- Provide project support during project reviews, Systems Engineering Technical Review (SETR), Test & Evaluation (T&E) and/or Logistics events, to include coordination, reporting status (C/S/P), and project closeout
- Administer supply chain management activities, master equipment listing management activities, deliverable acceptance and rejection activities
- Work with systems engineering in support of system definition, development, integration, verification methods, modeling and simulation, test and evaluation, supportability efforts, interoperability requirements across a wide range of aircraft hardware and software systems
- Support the class desk activities for EDRAP inputs and routing
- Draft and maintain systems requirements, schedules, resources, and technical / project performance activities
- Ensure vendor provided GFE is compliant with government specifications and TAE requirements
- Plan, analyze and evaluate engineering, technical and product support efforts used to:
- define total systems/subsystem requirements
- translate requirements into design criteria
- evaluate alternative approaches
- develop system specifications for the systems and subsystems
- Work with Government and Industry engineering, product support, manufacturing and program manager personnel, including technical experts from various DoD entities
- Develop procurement packages (purchase cards, simplified acquisitions, large SBIR) and track to award, working with contract specialists
- Develop documents (Statement of Work, CDRLs, etc.) for Small Business Innovation Research (SBIR)
- Provide support for SETR events (SRR, PDR, CDR)
- Work closely with AS9100 managers and PM to maintain document integrity and to confirm the SharePoint site is audit ready
- Manage the development of organic software, ordering hardware, Cyber products (IATT/ATO), Mission Planning, Developing data to successfully enter the Link 16 network
- Oversee AIRWorks procurement and kitting for the production effort
- Facilitate the use ISEE for SETR processes
- Employ LONESTAR to assist PMA-273 with sourcing decisions from the OEM or AIRWorks in support of ECPs.
Education: Bachelor's Degree from an accredited college or university. Master's Degree from an accredited college or university.
Experience:SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree. A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Allowable Experience/Education Substitutions: Six (6) years' additional relevant work experience may be substituted for a Bachelor’s Degree. Associates Degree plus four (4) years' relevant work experience may be substituted for a Bachelor’s Degree. Bachelor’s Degree plus four (4) years' additional relevant work experience may be substituted for a Master’s Degree.
Other Desired Experience:- Familiarity with NAVAIR SETR events
- Ability to communicate and adapt well in dynamic team environments
- Good organizational skills
- Strong skills in Microsoft Word, Excel and PowerPoint
- Knowledge of the Financial Compendium
