Job Summary
The CRC IT Program Manager reports directly to the Senior Director of the Clinical & Revenue Cycle (CRC) division. Under general direction, the CRC IT Program Manager will manage the CRC portfolios and strategic planning in partnership with the Senior Director. They are also responsible for providing program oversight, leading major projects as needed, assisting the Senior Director with related support activities, and ensuring awareness and communication of issues impacting the CRC division and the larger Michigan Medicine community. Responsible for the management of multiple interdependent IT projects. Oversees all aspects of assigned programs throughout project lifecycles to ensure completion within the defined scope, quality, time and cost constraints. Ensures accurate allocations of resources throughout the program and related projects. Leads multi-disciplinary teams, composed of various levels of personnel, vendors, and clients to create and deploy successful programs. The CRC IT Program Manager analyzes, compares and evaluates various courses of action and has the authority to make independent decisions on matters of significance, free from immediate direction, within the scope of their responsibilities. Primary activities and decision-making authority are predominantly performed independently affecting business operations to a substantial degree.
Responsibilities*
Specific responsibilities include, but are not limited to, the following:
Advisor/Leadership Role (35%) Function in the role of advisor for the CRC Senior Director as well as Leadership Team including directors, managers, and leads Assist and participate in visioning and strategic planning sessions for the HITS CRC division Participate in the development and management of the Clinical IT Roadmap, including division initiatives, strategic planning, coordination with other HITS Sr Directors and their division. etc. Participate and assist in the management of the CRC budget and contract responsibilities as appropriate Collaborate with HITS divisions to assist in new process, policy and planning as well as staffing changes to support newly developed HITS or CRC strategy and goals to ensure ongoing compliance as needed Full participation in the CRC Leadership & Director Team meetings, as well as HITS Leadership meetings, as needed Serve as advisor to HITS OCIO and PMO on HITS CRC initiatives, PM allocations and assignments, and demand and project process improvements Prepare reports, presentations, and correspondence for management review, as assigned Research industry recommendations and guidelines on topics as needed
Relationship Building/Communications (30%) Develop relationships with key customer and IT governance groups within Michigan Medicine (i.e., Office of Clinical Informatics, Nursing Informatics, IT Operations and Management). May act as a key point-of-contact with HITS Communications Team on adoption activities related to services, strategy and planning, service recovery and collateral to circulate and socialize changes both internally and externally to HITS Assist the Senior Director with ideas, content creation, and execution of CRC All Staff meetings to ensure they are valuable as needed Navigate sensitive issues (e.g., HR issues, internal HITS culture) with professionalism and appropriate candor, handling related, difficult conversations, as necessary Take initiative and facilitate forward progress on issues/projects, with the appropriate balance between patience and action Support the planning, coordination and execution of any Michigan Medicine CRC-related committee(s), as needed
Project/Program/Portfolio Management (35%) Responsible for the overall management, performance, and completion of CRC projects, which may be large, complex and diverse as well as cover scope which engage multiple HITS divisions and/or Michigan Medicine departments Manage the CRC project portfolio including staffing and capacity plans and project lists to use for division-wide prioritization and commitments Promote the HITS Project Management Office (PMO) project and demand management methodology, tools, and templates as foundational for all projects and includes oversight of the CRC division to manage demand through prioritization Liaison with PMO for use of project standards, methodology, and best practices to ensure that deliverables are met Make recommendations regarding new or improved project management processes, tools, and methodology in conjunction with the PMO Coordinate and manage the Request for Proposal (RFP) process, as needed Support the creation and improvement of ServiceNow catalog offerings and processes, as needed Support annual budgeting processes to include budget submission, tracking and execution in partnership with Senior Director Manage contractors and administer contracts for assigned programs and projects, as needed
Required Qualifications*
Education and Experience
Bachelor’s degree in a relevant field, e.g., Business, Engineering, Information Technology, Health Sciences
Five or more years of progressive management experience or project management or equivalent combination of education and experience
Expertise
Strategic and conceptual, analytical thinking
Ability to analyze financial plans and budgets
Familiarly with Michigan Medicine clinical IT environment, applications, and processes
Proven experience in managing complex enterprise projects and/or operations
Demonstrated expertise in creating and maintaining deliverables such as project scope and plan, status reports, cost estimates, communication plan, presentations, risk management plan, milestone/deliverable charts
Demonstrated experience in managing issues, scope, and quality while bringing projects to successful completion within the cost and time requirements
Proficiency with desktop management software, including Google Collaboration Tools, Microsoft Word, Excel, PowerPoint, Project, Visio, and screen capture tools, e.g., Snippit, SnagIt
Knowledge and proficient with collaboration tools (e.g., Google Drive, SharePoint)
Demonstrated expertise in working with diverse cross-functional teams
Knowledge, Skills, and Abilities
Knowledge of project management methodology
Knowledge of, and competency in, management processes
Familiarity with and/or experience utilizing continuous process improvement methodologies, Lean or Six Sigma, to improve work processes and solutions
