Overview: This is an opportunity for a challenging and rewarding experience working for NAVFAC on the tropical island of Guam, located in the western North Pacific Ocean, between Hawaii and the Philippines. Along with miles of sandy beaches, coral reefs, mountains, and valleys Guam has 4,000 years of history ranging from the site of Magellan’s landing to Spanish Forts and WWII battle sites.
Be a part of this long term Multi-billion dollar construction program providing Construction Management Services (CMS) within the NAVFAC PACIFIC Area of Responsibility, primarily in the NAVFAC Marianas Region of Operation in support of the Guam Defense Policy Review Initiative (DPRI) Program. The creation of Marine Corps Base (MCB) Guam is the result of an agreement between the governments of Japan and the U.S. to move several elements of the III Marine Expeditionary Force (MEF) from Japan to Guam, as part of the DPRI Program. Some of the (DPRI) projects include: Site utilities (freshwater, wastewater, electricity); on-base and off-base road improvements; off-site infrastructure; Headquarters and administrative facilities; Base operations (headquarters, police, fire); Airfield operations (hangars, shops, fuel stations); Supply, maintenance, and other support facilities; Barracks for unaccompanied personnel; and Family housing for accompanied personnel. The Scheduler shall complete the work described in the paragraphs below to analyze the construction contractor’s prepared network analysis schedule (NAS).
Responsibilities:MAIN DUTIES:

  • Conduct the work using Primavera’s latest version of P6.
  • Review construction contractor’s schedules, equipment delivery plans, and progress to date and use this data to perform monthly projections of Construction Work in Place (WIP) for the upcoming month on a project-by-project basis. Enter these projections in the Construction Management System (as it becomes available) and other Government databases when
  • Develop and maintain the DPRI Program’s Integrated Master Schedule (IMS). There are many projects in this program that will need to be coordinated. The updated master program schedule must highlight any conflicting tasks or requirements among the ongoing construction projects. Work with the Area Coordinator, the Program Coordinator, and the Senior Program Manager to mitigate any conflicts. Include future projects in the database to facilitate de-conflicting of schedules and notify the Area Coordinator, Program Coordinator, as well as the ROICC, should delays impact the award of future projects.
  • Develop and maintain the DPRI Program’s Integrated Master Schedule (IMS). Updates may be required weekly, at the minimum monthly. Multiple versions and scenarios may be required to determine the course of action the ROICC/OICC may elect to direct to de-conflict projects due to delays and/or unforeseen
  • Schedule analysis in support of Government response to potential construction contractor delay claims.
  • Analyze the NAS for reasonableness in activity durations, sequencing, and logic. Evaluate the activities included in the NAS for adequacy and appropriateness, and recommended additions or deletions of particular Submit a report consisting, at a minimum, the following:
    • An introduction containing background information such as the contract number and name, construction contractor, and a brief description of the methods utilized by the contractor Scheduler as in analyzing the
    • A statement of factual information regarding the content of the NAS, its logic, sequencing, and durations.
    • A narrative of contractor Scheduler comments, both objective and subjective, regarding the adequacy of the NAS and suggestions for
    • A recommendation to the Government as to whether the NAS should be rejected, approved, or approved contingent upon incorporation of specific
  • Take the initiative to coordinate with the team members, leadership and project stakeholder when addressing schedule
  • Notify and/or advise the ROICC/OICC of any potential conflicts or delays caused by active projects that could impact projects pending award.

ADDITIONAL DUTIES:
  • Using initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction
  • Saving and storing the data in the software’s latest version/ format and if this version is not compatible (able to be opened, viewed and edited) with the current NAVFAC systems, the contractor Scheduler shall save an additional copy of the data in a format that is compatible with NAVFAC
  • Providing detailed written comments on whether the baseline schedule meets the minimum contract requirements. Identify/recommend corrective action to the Government personnel responsible to work with the contractor, as necessary.
  • Providing regular and continuous review of construction contractor’s schedules and identify whether any of the schedule logic has changed from the baseline schedule and make recommendations for contractor corrective
  • Notifying the COR should conflicts be anticipated based on changed made to the construction contractors schedule.
  • Providing detailed comments on schedule impact of construction contractor’s updated schedule or FRAGNET and provide written review comments that identify whether any of the schedule logic has changed from the baseline schedule and make recommendations for contractor corrective
  • Providing Independent Time Impact Analyses for use in change order negotiations.
  • Performing monthly projections of Construction Work in Place (WIP) for the upcoming month on a project by project basis utilizing construction contractor’s schedules, equipment delivery plans and progress to date data. Enter the projections in the Construction Management System (as it becomes available) and other Government databases when requested.
  • Preparing agendas and meeting notes pertaining to changes or corrective actions needed on the construction contractor’s schedule and explanations or comments regarding the revisions requested.
  • Preparing and deliver briefs supported with necessary documentation to project team members, base personnel and senior
  • Providing updates on schedule status, including impacts of project issues to team members, senior management and other Federal or State jurisdictions, as required. The COE shall input status update notes into eApps as deemed necessary
  • Updating the Integrated Master Schedule (IMS) whenever a change is identified on any of the projects and notify the Area Coordinator and Program Coordinator of these impacts and indicate whether changes are pending resolution or modifications have already been
  • Providing opinion on Courses of Action (COA) being deliberated.
  • Preparing all submittals/deliverables using a PC computer using software compatible with existing NAVFAC software (i.e. MS PowerPoint, MS Word, MS Excel, ), Primavera, CostWorks, and Success Estimator, etc. Submittals/deliverables include but are not limited to project reviews and recommendations, PowerPoint briefings, and presentations.
Qualifications:CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED.
  • Have a minimum of ten (10) years’ experience using Primavera’s and 5 years Microsoft Project 2010+ scheduling software on construction projects valued at $3-5M. Value here is defined as construction project
  • Have a minimum of five (5) years’ experience in working with Engineering or Architectural disciplines and shall have a basic understating of engineering, architecture and construction trades.
  • Have at least one (1) year of specialized experience in performing the tasks identified herein for Capital Improvements related projects for the NAVFAC or Corps of
  • Have the ability to communicate in English effectively orally and in writing
  • Have demonstrated the ability to go between Microsoft Project and Primavera when analyzing and integrating schedules. Most projects in pre-award have their schedules in Microsoft Projects.
  • Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, Powerpoint, Outlook, etc), Primavera, Costworks, and Success Estimator, etc. Have demonstrated the ability to adapt to new software such as eCMS may also be
  • Be able to obtain security clearance as required by the task order.
  • Complete the SF-85-P, Questionnaire for Public Trust Positions Each task order shall establish necessary base/building access
  • Be able to travel and possess a passport.
  • Be a United States citizen. The Government may approve the assignment of foreign nationals to select positions on a particular task order.
  • Be required to perform site visits to support, including the review of as-built schedules, to determine existing conditions and to document findings to support the rationale of the schedule analysis.
  • Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties.
  • Have demonstrated the ability to generate an independent Time Impact Analysis for use in change order
  • Have demonstrated knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of
  • Have demonstrated experience performing construction schedule analysis including use of the program, Schedule Analyzer in their analysis of changes to the Critical Path due to construction modifications and delay
  • Have at least 5 years’ experience generating and maintaining Integrated Master Schedules for large construction programs consisting of multiple phases and varied project
