This Rehabilitation Counselor in Charge (CIC) position is located in the Whiteville Satellite Office. The primary purpose of this position is to provide rehabilitation services to eligible consumers that have intellectual, learning, physical and mental disabilities in the school setting to enable them to obtain and/or maintain competitive employment. This position has been very active as it provides transition services to eligible consumers. Services are provided according to State, Federal and Agency policies and guidelines. This position makes independent casework decisions that do not require approval, except for those decisions designated in policy that require Unit Manager, Chief of Policy or other designated approvals. This position is also responsible for providing guidance and instruction to designated counselors concerning casework issues, as well as approving casework for assigned RC I staff. This position also monitors designated caseloads outcome goals/budgets and assists with their overall program management. Caseload assignment for casework approval will be at the discretion of the Unit Manager and based on Unit need.
Job responsibilities include the following:
  • Assist individuals on the caseload with job development, job placement and other services to complete a rehabilitation plan for employment
  • Administrative management tasks to include casework approvals to ensure quality service delivery for the assigned coverage area, budget development and performance management/improvement
  • Staff development/training, and consultation/technical assistance to subordinate staff
  • Work may include other related assignments as determined by Unit Manager
  • Accountable for the design and implementation of a comprehensive plan of vocational rehabilitation services for persons with disabilities
  • Evaluate diagnostic data to determine eligibility and needed services; develop a written plan of services in conjunction with the consumer
  • Provide supportive counseling/monitor the consumer’s progress and work directly with community partners in order to enhance employment opportunities for individuals with disabilities

  • In-depth knowledge of casework methodology and techniques of rehabilitation counseling

Minimum Education and Experience Requirements

Master's degree in rehabilitation counseling or counseling from an appropriately accredited institution and two years of experience as a rehabilitation counselor and successful completion of the agency requirements for independent counselor status;
or
Current certification of as a Certified Rehabilitation Counselor by the Commission of Rehabilitation Counselor Certification (CRCC), two years of experience as a rehabilitation counselor and successful completion of the agency s requirements for independent counselor status;
or
an equivalent combination of education and experience.
