Contracts Manager

Epsilon Systems Solutions, Inc. has a job opportunity for a Contracts Manager in Mayport, FL.
Summary: Responsible for managing Government and commercial contract activities with moderate to high-risk for existing and new business for all assigned divisions and operating groups. Responsible for preparing price/cost volume responses to Request for Proposals (RFPs), determine pricing strategies, analyze solicitation requirements, analyze contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies.
Duties and Responsibilities:
- Develops and negotiates various types of cost proposals (GSA, Cost Plus, T&M and Fixed Price), including supporting data.
- Work closely with Capture Managers and Program Managers to provide pricing for a wide range of cost proposals.
- Maintain proposal pricing quality, compliance and competitiveness of proposal.
- Prepare proposal cost volumes including cost narratives, pricing spreadsheets, basis of estimates and proposal back up documentation.
- Provides direction to subcontractors involved in proposal preparation.
- Reviews and analyzes contract documents to determine contractual obligations, including analysis of estimates of labor, material, equipment, production and other direct costs.
- Support audits and participate in cost proposal clarifications or negotiations.
- Provides sustained contracts support to operations and accounting department.
- Prepares and disseminates information regarding contract status, compliance, modifications, deviations, negotiations and completion or termination.
- Maintains working relationship with customer’s contracts staff.
- Acts as contract liaison between the company and customers/vendors, including participation in pre-contract discussions, contract negotiations and contract changes.
- Process task orders and modifications.
- Develops and prepares non-disclosure agreements, teaming agreements and subcontractor agreements.
- Assigns job numbers to contracts and maintain job number log.
- Contract financial analysis, tracking results against budgets, plan and/or forecast.
- Produces monthly financial reporting, supplemented during the month with additional specific reporting by project/program.
- Supervises financial support for invoices and unbilled reconciliation.
- Responsible for supervising all project setups.
- All other duties as assigned.
Required Qualifications:
- High school diploma/equivalent.
- 10 years progressive experience in government contracting.
- At least 5-7 years of contracts experience in developing detailed proposal pricing and executing pricing strategies for small, medium and large sized competitive procurements.
- 3-5 years of management experience.
- Must have experience with DFAR, FAR and DCAA procedures.
- Must be able to demonstrate knowledge of the FAR and DFARs; have a solid understanding of DOD, DOE, State and Local Government, Commercial and GSA contracting methods.
- Experience in reviewing RFPs/RFQs and developing proposals for U.S. Government on cost reimbursable, time and material, and fixed price type contracts.
- Must have advanced ability to develop complex pricing models using Microsoft Excel.
- Must have advanced ability to develop detailed pricing narratives using Microsoft Word.
- Ability to utilize Economic Research Institute, Western Management Group and other salary compensation surveys to arrive at accurate salary information for proposal efforts.
- Ability to research incumbent contract pricing and market information to develop a price to win strategy.
- Ability to work with teammates/subcontractors to provide request for pricing/proposals and analyze/negotiate compliant teammate bids.
- Must have understanding of solicitation qualification/work requirements and be able to organize, build and allocate level of effort based on those requirements.
- Detail-oriented with strong analytical, and written and verbal communication skills.
- Good comprehension of written materials and documents.
- Use of independent judgment and creativity applied to resolution of contract issues.
- Excellent internal and external negotiation skills.
