Contract Specialist IV
The essential job functions of this position are to: Track receipt of vendor performance reports; Conduct quality assurance reviews of vendor performance reports submitted by HHS staff; Enter completed performance report information into the Comptroller of Public Accounts (CPA) Vendor Performance Tracking System (VPTS); Upload documents into SCOR; Provide advanced (senior-level) consultation to management regarding policies and procedures for reporting vendor performance; Address training needs; Provide complex technical assistance related to reporting vendor performance; Communicate orally and in writing, on a complex level, with internal and external stakeholders to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems related to reporting vendor performance; Train others in relation to conducting quality assurance reviews of vendor performance reports; Assist review and redaction of contract documents and Perform other duties as assigned by PCS Contract Reporting management. This position works under the general direction of the SCOR Administration Manager, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
1. Conducts quality reviews of vendor performance reports submitted by HHS staff for reporting to the Comptroller of Public Accounts (CPA) Vendor Performance Tracking System (VPTS). (60%)
2. Provides advanced (senior-level) consultation, complex technical assistance and training to exchange or verify information, answer inquiries, address issues, and resolve problems related to reporting vendor performance (15%)
3. Updates the VPTS Master Assignment Log as needed to track status of assigned vendor performance reports (5%)
4. Enters completed vendor performance reports into the Comptroller of Public Accounts (CPA) Vendor Performance Tracking System (VPTS). (5%)
5. Uploads vendor performance reporting documents into SCOR (5%)
6. Serves as the owner of form PCS 147, Vendor Performance Reporting, and Instructions (5%)
7. Assists review and redaction of HHS contract documents (5%)
8. Attends work on a regular and predictable schedule in accordance with HHS leave policies.
9. Performs other duties as assigned.

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) is preferred

Initial Selection Criteria:
Experience utilizing Excel;
Experience providing orientation and/or training preferred;
Experience utilizing SCOR or other contract management system is strongly preferred.
