Contract Manager, Supply Chain Nursing/Clinical

The mission of the Supply Chain Alliance / Strategic Services Group is to leverage our strengths across UT System to create new value through business efficiencies, by enabling cross-campus collaboration projects, governed by participating institutions that save money and improve quality.
The primary purpose of the Contract Manager position is to manage end-to-end contracting process including sourcing, negotiations, contract management, contract administration and supplier relationship management functions. Impacts UT System Institutions with respect to procurement of supplies, equipment, and services.
Ideal candidate will have Supply Chain experience in a Nursing or Clinical environment.
Key Functions
Contract Development and Management (Negotiation)
- Develops Requests for Proposal (RFP), Requests for Quote (RFQ), Requests for Information (RFI).
- Reviews and represents the institution in negotiating contracts with suppliers.
- Facilitates the communication with contracting parties when not fulfilling contractual obligations.
- Creates, negotiates, and incorporates contract amendments, renegotiating the contract, if required, to accommodate scope changes.
- Researches contractual and operational matters.
- Resolves issues related to budget for greater complexity and/or broader scope contracts.
- Manages contracts in accordance with Board of Regents guidelines to include maximum contract values and terms of agreement.
- Handles, settles, and resolves differences with vendors and customers in contract negotiation discussions.
- Evaluates contract compliance and advises others on contractual rights and obligations.
- Approves amendments to contract value and terms of agreement.
- Participates in negotiation strategy discussions with legal representatives and/or customers.
Performs Customer and Supplier Relationship Management Function
- Meets with customer to identify sourcing and contract savings opportunities.
- Works extensively with customers to ensure service excellence and contract is meeting their needs.
- Presents results of market analysis to customer.
- Serves as primary liaison to maintain customer relationships through routine meetings to discuss business strategy.
- Collaborates with manufacturer and group purchasing organizations (GPO) to identify savings and cost avoidance opportunities.
- Negotiates favorable terms, volume discounts, and long-term contracts with suppliers.
- Maintains ongoing supplier management responsibility.
- Measures and communicates contract compliance, provides rebate and price management, as well as contracting analytics, including terms, pricing, and best value.
Analytics and Information
- Manage departmental resources to meet System wide procurement, stakeholder, reporting and analytics requirements
- Execute against the approved strategic goals and vision and grow the program to drive value, visibility, and transparency across UT System. Support and foster an environment of continuous improvement for all reporting and analytics needs
- Partner with UT institutions to ensure accuracy, compliance and general understanding of the System wide information goals and impact of the data transmitted by each UT System institution. Also support local institutional spend analytics informational needs and requirements
Project Management
- Develops or updates project plans for contracts including information such as objectives, information, specifications, and schedules.
- Ensures existence of contract milestones and deliverables prior to contract execution.
- Ensures existence of status reports that analyze and summarize information and trends.
- Coordinates the work and activities of others to accomplish tasks.
Education Requirements:
Required Education:
Bachelor's degree in Science, Healthcare, Business Administration or related field.
Preferred Education:
Master's degree in business, management, hospital administration, or related field.
Experience Requirements:
Required Experience:
Five years experience in contracting and/or purchasing to include two years of supervisory/managerial experience. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
Preferred Experience:
Seven years of progressive managerial experience within the health care industry with at least three years in leading contracting and materials management teams and at least five (5) years experience negotiating software contracts.
Preferred Skills:
Analytics, experience with GPO (Group Purchasing Organization), great communication skills, troubleshoot skills,
Preferred Certification:
CTPM (Texas Purchasing Certification), CPM (Purchasing Manager Certification)
