Key Role: Analyze and maintain DoD Continuity of Operations Plans (COOP) to the Government. Conduct business process analysis to recommend plans and procedures to maintain mission-essential function support during a requirement for alternate work schedule including inclement weather, building construction, road construction, and emergencies. Apply in-depth understanding of emergency management procedures and policy; accountability plans for employees; planning for temporary work locations or alternate facilities; communicate during emergencies with organizational leaders when off-site during emergencies; maintain primary and alternate government and contractor points of contact, including primary and alternate; planning for protecting Government-furnished equipment, and developing procedures for safeguarding sensitive and classified Government information. Review and analyze senior and executive-level briefings, plans, after-action reports, and executive summaries in support of the COOP and Crisis Management (CM) related working groups. Analyze Federal and Departmental directives, instructions, guidance, manuals, and publications as well as open-source documents. Basic Qualifications: 5+ years of experience with Continuity of Operations Plans (COOP) Experience with relationship management Ability to obtain a security clearance Bachelor's degree Business Continuity Professional Certification Additional Qualifications: Experience providing technical support in designing and evaluating training materials for personnel assigned to staff Emergency Operations Center, COOP Telework, and Devolution rosters Experience delivering in-person and web-based training to large audiences Experience supporting the government’s participation in DoD, interagency, intergovernmental, and U.S. Government-wide tabletop exercises (TTXs) and simulations as required, during these evolutions Experience providing technical support to COOP Telework or Devolution Teams during COOP activations and exercises.
