  • PROGRAM SUMMARY:

PACE Energy and Environmental Services provides Home Energy Assistance, Weatherization and other services to low-income residents of the greater Los Angeles area. These programs provide utility bill assistance and install measures to help improve the energy efficiency, safety and comfort of eligible homes or apartment renters. The new employee will be hired under a contract between PACE and the State of California Department of Community Services and Development (CSD) to implement programs of Low Income Home Energy Assistance Program (LIHEAP), Low-Income Weatherization Program (LIWP) and Department of Energy (DOE) Weatherization Assistance Program (WAP).Contract between PACE and Energy Savings Assistance Program offers no-cost, energy-saving home improvement services to income –qualified renters and homeowners.


  • ESSENTIAL FUNCTIONS OF THE JOB:

Field Supervisor will work closely with Program/Production& Installation Manager to perform the following duties:

  • Assist in the recruitment, interview and evaluation of candidates for crew leaders and crew staff positions.
  • Take the lead in training new recruits and continuously manage training of crew leaders and field crews to ensure compliance to Weatherization Installation Standards (WIS) guidelines.
  • Review all paper work prepared/submitted by crew leaders, assessors and inspectors to ensure completeness as to program requirements, activities and measures that were installed in client units to ensure compliance to quality and standards outlined in the WIS Manual issued by the State of California Department of Community Services and Development (CSD).
  • Act as liaison between office and field staff to complete any missing or incomplete paper work.
  • Work closely with the Inventory supervisor and/or inventory staff to ensure that all materials, supplies and equipment needed for scheduled work are available for crew use.
  • Conduct random spot checks of the field staff’s vehicles, tools and equipment to verify that its maintenance schedule is adhered to and compliance to safety, cleanliness and care is observed by field crew and appropriate staff.
  • Provide assistance and/or direction to field staff concerning the proper procedure, technique, method and practice necessary to be compliant to contract program requirements.
  • Take the lead in investigating and resolving clients’ complaints and answering client inquiries or request for additional information.
  • Track/monitor validation of field staff certifications in coordination with Administrative Supervisor to make sure that all certifications are current and coordinate the scheduling of tests and other requirements in a timely manner.
  • Recommendation appropriate technical training and/or refresher courses for field staff.
  • Coach field staff in order that they fully understand installation techniques, guidelines and other technical aspects necessary in installing eligible program measures.
  • When necessary, identify and take the lead in supervising the hands-on training of field staff to enable them to capably execute weatherization tasks.
  • All other duties that might be assigned from time to time.

  • QUALIFICATIONS, EXPERIENCES AND SKILLS:

The appropriate candidate for this position must:

  • Be a High School Graduate or equivalent, AA or BA degree desirable
  • Possess or work towards securing majority of the following:

1. CSD Basic Weatherization Certificate

  • CSD Duct Blaster/Blower Door Certificate.

3. OSHA Asbestos 16 hours O & M Certificate

  • EPA Lead Renovator Certificate
  • CSD CAS Certificate
  • OSHA 30 Certificate
  • R.E.M Energy Audit Certificate
  • Have the ability to process, analyze, calculate and prepare comprehensive reports and formulate recommendations regarding complex program matters.
  • Capacity to handle huge workload in a fast-paced office environment and produce needed results on targeted deadlines.
  • Be able read and interpret basic and complex documents such CSD Field Guide, procedural manuals, safety rules, memoranda, to name a few.
  • Be able to write routine reports and correspondence.
  • Have effective communication skills, oral and written to successfully interact with staff, customers, funding agency representatives and other PACE employees.
  • Have adequate computer skills and sufficient knowledge of popular software and database programs.
  • Be tenacious and patient to handle field staff issues and complete assignments/tasks within established timeframes.
  • Plan ahead, organize and visualize an effective work plan for the week, month, or year.
  • Be perceptive to understand work requirements, imaginative to think outside the box and adventurous to try alternative strategies to meet long-standing challenges.
  • Bilingual in Spanish or other Asian languages, a plus.

  • SPECIAL REQUIREMENTS:
  • Must pass employment background verification.
  • Must pass a pre-employment physical examination that includes drug and alcohol testing.
  • Must have a valid California Driver’s License, reliable transportation and required automobile insurance coverage for the duration of employment with PACE.
