Computer Programmer

Overview: The Computer Programmer shall contribute in all phases of the development lifecycle in support of commercial and federal health care customers.Responsibilities:- Application of third and fourth generation programming languages, experience with object-oriented programming, ability to develop complex software to satisfy design objectives, and experience developing software for data base management systems.
- General experience includes knowledge of internet working, client/server environments, and demonstrated experience supervising software development projects.
- Must have strong development architecture experience.
- Design, develop, and document overall system requirements and support software system design and architecture.
- Develop innovative solutions that meet organizational needs with respect to functionality, performance, scalability, reliability, realistic implementation schedules, and alignment to development goals and principles.
- Estimate engineering effort, plan implementation, and rollout system changes.
- Create infrastructure, apply test cases, and apply automation geared towards ensuring quality.
- Write well designed, testable, an efficient code.
- Lead product initiatives, mentor and guide junior team members, and recommend improvements.
- Develop industry and product technical expertise.
- Share release management duties in feature rollouts.
- Identify and assist with problem solving of stability and scalability issues in a time critical environment.
- Identify project risks and work efficiently to mitigate them.
- Evaluate existing applications to determine technical changes, schedule projects, resources, and monitors project timelines.
- Work with a team of analysts or developers responsible for the organization’s applications development and analysis function.
- Focus on infrastructure updates and integration and participate in application updates, gap analysis, data migration planning, and validation.

Qualifications:- Bachelor’s degree required
- 6+ years of related work experience
- Ability to complete initial phone screening prior to interview scheduling
- Background check and current or recent (within the past two years) DoD NACLC or higher successful investigation required
Knowledge, Skills and Abilities
Knowledge of health care information systems and federal health care systems is preferred.- Preferred to have current or recent (within the past 2 years) DoD NACLC or higher successful investigation.
- Experience must include the following: Java, J2EE, SOA services, Spring, Object Oriented Concepts, Data Structures, Apache, Tomcat, REST Services, Web technologies, and internet protocols.
- Database driven application development, like Oracle, SQL, or schema design, HTML, AJAX, SOA, or SOAP/RESTful services.
- Knowledge of web services and SOA related standards, including REST, OAuth, and JSON.
- Knowledge of Windows and UNIX development environment and source code management, like Git and bug tracking.
- Java application debugging and DB performance issues, like IBM WebSphere or other J2EE application servers.
- Must have an excellent understanding of computer science fundamentals, data structures, algorithms, and software design.
- Possess expertise in object-oriented design methodology and large-scale application development with Java.
- Working knowledge of all aspects of SDLC, including requirement/design reviews and code reviews.
- Must have strong organizational skills with the ability to prioritize.
- Ability to manage multiple tasks with time related constraints in a fast-paced environment.
- Possess excellent written and oral communication, presentation, interpersonal, and analytical skills.
- Possess strong problem-solving skills.
- Ability to self-start and work independently or as a team.
- Ability to work pacific time, nights, and weekends as requested.
- Ability to travel up to 10% to Sacramento, CA as requested.
