Compliance Specialist

The primary responsibilities of the role include providing overall compliance support to projects requiring prevailing wage and other specific labor requirements. While experience working directly with Public Works Labor Compliance Programs and/or Project Labor Agreements is a definite plus, if you are a quick learner, have superior critical thinking skills and hold yourself to a high standard, the technical skills can be taught. JOB RESPONSIBILTIES AND DUTIES
- Monitor certified payroll for both internal Swinerton self-perform projects and external subcontractors.
- Be responsible for labor compliance company-wide.
- Review all public contracts (and any private that have special requirements) for labor requirements (certified payroll, skilled labor, local hire, diversity, and other such labor related requirements), and then work with the project teams and appropriate departments to ensure appropriate plan in place to monitor and report, as well as to ensure proper submissions to agencies.
- Perform periodic audits on projects to ensure compliance.
- Develop risk assessment on the Compliance Programs.
- Monitor and stay abreast of applicable laws and regulations that might affect the Swinerton’s policies and procedures.
- Participate in third party / Government reviews, audits and inquiries, working in conjunction with the appropriate departments and the Director of Compliance.
- Ensure compliance of organizational policies and procedures
- Create and maintain healthy relationships with stakeholders and contractors
- Conduct labor compliance training classes/seminars for stakeholders, program employees, and contractors
- Reviews and verifies payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
- Issues requests for missing and revised documentation and corresponds with the applicable contractor’s staff to ensure compliance.
- Work with LCP Tracker, and other compliance monitoring software to review and approve certified payroll and payroll documents
- Compile information for any third-party requests for information.
- Compose letters requesting payments and follow up with third party requestor when sending information.
- Perform other related duties as assigned.
MINIMUM SKILLS AND EXPERIENCE
- Education : Graduation from an accredited junior college or four-year university with an Associate's or Bachelor's degree in a business or related field
- Knowledge : At least three years of administrative, labor compliance or construction industry experience, and demonstrated experience interpreting local and federal regulations or an equivalent combination of education and experience.
- Communication skills : One of the basic responsibilities of a compliance specialist is to provide training and guidance regarding compliance-related issues. Therefore, it is important that applicants are comfortable conveying information both orally and in writing to employees, senior-level management, and other key stakeholders
- Computer skills : PC proficiency including Microsoft Office Products, and other programs necessary for analyzing data to support decision making such as LCP Tracker and Workday.
- Organizational skills : The compliance specialist interfaces with internal Swinerton employees, and external contractors often. So, you must be able to be proactive regarding tasks and effectively prioritize assignments to handle the multiple tasks associated with the position
- Interpersonal skills: Applicants for the position should be able to build rapport, establish relationships, influence and partner with people across all levels of the company with ease
- Analytical and problem-solving skills : To perform their duties successfully, compliance specialists must be naturally curious and action-oriented individuals, able to assist with investigations, and analyze factual information to determine and assess risk.
