Department SummaryThe Community Programs department offers a spectrum of integrated services to remove barriers and develop skills and resources for youth, adults, seniors and small-business owners to achieve and maintain equitable economic, career, housing and wellness outcomes. Services include: 1) achievement, career and wellness youth programs; 2) career, employment, financial and housing coaching and resources; 3) small-business development in the Fruitvale and East Oakland; 4) support services for our low-income properties and for seniors. Our services are multi-lingual, culturally-rooted and available for Oakland or Alameda County residents (based on funding).
Position SummaryThe Housing and Financial Services Manager oversees program implementation, planning and reporting for programs including Housing Access, Volunteer Income Tax Assistance (VITA), and Financial Opportunities. The Manager will work closely with staff, other teams and external partners to meet contractual and organizational outcomes related to improving clients’ economic mobility and housing stability. The Manager will have opportunities for advocacy in preventing displacement in East Oakland, and social and racial justice.
Responsibilities

  • Monitor service quality and service impact for housing and financial programs, support staff with clients presenting complex situations; ensure service coverage
  • Participate in planning, program design and evaluation; develop Financial Opportunities interventions and resources to improve client’s economic mobility, such as support with banking and credit building
  • Provide effective and supportive supervision to staff, and train staff as needed, ensure staff have stills and resources to provide services to clients with multiple needs, and address staff’s self-care needs
  • Demonstrate ability to work with other leadership positions, be flexible with changing priorities and emerging needs, and maintain a solution-oriented approach
  • Monitor service data, contract deliverables and produce reports based on deadlines
  • Lead or participate in collaborative programs and City-wide tables and committees as assigned
  • Supervise VITA program, staff and interns (seasonal program); meet program goals
  • Identify external resources and oversee referrals and linkages to address clients’ needs holistically
  • Ensure data collection protocols are followed and participate in program evaluation and sharing outcomes
  • Enforce organizational and legal guidelines regarding client privacy and confidentiality
  • Work with Community Programs leadership and other departments to maintain integrated service model
  • Other duties as assigned

Qualifications
  • A minimum of 2 years of experience in housing case management, advocacy or tenant rights programs
  • Bachelor’s degree preferred, but may be substituted for a total 4 years of experience above
  • A minimum of 1 year of experience supervising staff in social service programs
  • Cultural competence in working with immigrant communities and people of color
  • Familiarity with housing and financial support programs in the East Bay
  • Experience with financial capability interventions or resources is preferred
  • Ability to be a self-starter, assume responsibility for achieving outcomes, balance competing priorities, and demonstrate a collaborative, team-building approach
  • Leadership and interpersonal skills to work effectively with staff and community partners, and to work within a structured, collaborative leadership structure and foster a positive environment
  • Bilingual in Spanish, or a language prevalent in East Oakland, is preferred
  • Excellent oral and written communication skills

Essential Functions
  • Advanced computer skills with strong MS Office (Word, Excel, PowerPoint).
  • Regularly required to operate standard office equipment (personal computer, photocopier, fax, etc.)
  • Ability to work on a computer up to 6 hours a day.
  • Regularly required to use hands to operate computer and other office equipment.
