Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin. Job Overview

This position performs skilled customer service to include educating customers on the proper disposal of solid waste and inspecting solid waste materials to ensure disposal is in accordance with applicable laws and regulations to control environmental impact.

Ideal Candidate

The Hillsborough County Solid Waste Management Division is seeking a Community Collection Center Attendant to perform semi-skilled duties controlling traffic, operating electronic tablets to check in and assess disposal fees, and inspect solid waste materials for proper dumping in accordance with applicable laws and regulations to control environmental impact. The ideal candidate will have the ability to work outside, exposed to heat, sun, high humidity, rain and other adverse weather conditions. Candidate will walk/stand for prolonged periods of time (approximately six (6) hours) per day. Ideal candidate will possess extensive customer service skills and have the ability to communicate effectively.

Minimum Qualifications

  • Graduation from high school or possession of a GED Certificate; and
  • One (1) year of experience in solid waste recycling, field operations, or customer service; or
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies; and
  • Possession of a valid Florida Driver's License.

Duties and Responsibilities

  • Provides exceptional customer service on a face-to-face basis as customers enter the facility; assists vehicle to the correct disposal location in order to ensure disposal compliance.
  • Inspects vehicle cargo to ensure materials to be disposed do not violate applicable laws, rules, and/or regulations.
  • Record customer information and data in electronic tablets; maintains various records and reports as required.
  • Maintains collection center drop-off sites by picking up litter, sweeping, and other landscaping maintenance tasks.
  • Researches customer records to verify customer information and billing.
  • Exposure to and handling of Household Hazardous Waste such as paint, assortment of battery types/sizes, household cleaners, and heavy-duty cleaners.
  • Responsible for the safety of customers by ensure all North West Transfer Station and County rules and regulations are being followed while on site.
  • Performs all other related duties as assigned.

Job Specific Competencies

  • Knowledge of solid waste and recycling methods, procedures, and equipment.
  • Knowledge of chemical incompatibilities and ability to recognize indicators of unstable chemicals through visual inspection.
  • Knowledge of environmental impact of hazardous waste on ground water, surface water, and air quality.
  • Knowledge of environmental related codes, laws, ordinances, rules and regulations affecting Solid Waste Management operations.
  • Knowledge of D.O.T. requirements for hazardous waste.
  • Knowledge of First Aid and CPR.
  • Knowledge of the laws, rules and regulations controlling the processing of official record documents, fees and fiscal record keeping.
  • Knowledge of safety procedures and safety equipment.
  • Skill in the use and operations of commercial weight scales.
  • Ability to follow oral and written instructions.
  • Ability to sort chemicals into proper waste categories.
  • Ability to work effectively with others.
  • Ability to maintain work related records and prepare reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to use a computer and related software.
  • Ability to react quickly and calmly in emergencies and maintain composure under stressful conditions.
  • Ability to adjust, maintain and calibrate commercial scales.

Work Category/Physical Requirements

  • Work is generally outdoors and may occur during moderately adverse conditions to include weather, traffic, dampness and high noise levels.
  • Work involves physical activities that require considerable use of arms and legs and moving the whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials.
  • Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration.
