Civil Engineer Senior Project Manager: Flood Control Details

Summary

Provides overall administrative and technical management on engineering/construction project from bid preparation through final acceptance by client. Plans, coordinates, and directs a large and important engineering project or a number of smaller projects with many complex features. Supervision of engineering and support personnel is usual at this level but may often be on a lead and project basis.

  • Follows all GCW Core Competencies and Values.
  • Oversight of technical studies, submittals, plans and general design for public works projects and private developments.
  • Completes project initiation documents, which include detailed work scope/outline, budget, and schedule for completion.
  • Consults with Vice President or Department Director concerning unusual problems and developments, and gets Vice President or Department Director’s approval for completed plans and other documents as directed.
  • Ensures work is performed based on engineering principles and standards, county, state and federal laws and regulations, and that all work is completed as planned, budgeted and scheduled. Meets contract scope of work.
  • Keeps client informed of on-going project status and providing management, advice, and support to the members of the project team.
  • Contributes to the development of recommendations for assigned projects and others, when requested.
  • Ensures costs are kept in line with original budget for time, travel, and material expenses and issue project change notices to reflect agreed-upon changes.
  • Ensures the project status reporting system is current with actions and changes on assigned projects so the overall organization is able to respond to client requests.
  • Ensures that the review process and other quality control guidelines are followed and that final reports and presentations are completed per company and regulatory standards.
  • Manages and supports all staff on project-specific tasks including oversee and evaluate individuals work performance.
  • Meets regularly with key clients to discuss current projects, evaluate firm performance, and identify other business opportunities either with current clients or through referrals.

Flood Control Division

  • Prepare Technical and Conceptual Drainage Studies.
  • Mastery of typical flood control modeling programs such as USACE HEC-programs, FHWA programs, WSPG and Flowmaster. Knowledge of ESRI GIS-Pro is a plus.
  • Design of Detention Basins, including knowledge of Dam Safety and Nevada Administrative Code (NAC) Chapter 535.
  • Knowledge of National Flood Insurance Program (NFIP) Title 44 CFR Parts 59, 60, 65 and 70.
  • Knowledge of master planning. Preferred knowledge of zoning and mapping processes typical of land development.
  • Prepare specifications.
  • Storm water Pollution Prevention Plan (SWPPP) and Best Management Practices. (BMPs).

Knowledge, Skills, and Abilities

  • Ability to communicate clearly and concisely in written and oral communications.
  • Must be able to read and comprehend detailed correspondence and reports.
  • A comprehensive understanding of the full breadth of engineering concepts specific to the discipline including calculations and the principals behind them.
  • Must have a thorough knowledge of the appropriate application of different mathematical and scientific principles to produce accurate engineering design calculations.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Supervisory Responsibilities

This position has supervisory and/or oversight responsibilities.

Education and Experience Requirements

Bachelors of Science degree in appropriate engineering discipline. Minimum twelve to fifteen (12-15) years of experience in engineering design and eight to ten (8-10) years of project management.

Certificates, Licenses, Registrations

This position requires a Nevada Professional Engineer license, or capable of acquiring in six (6) months after hire. A Certified Floodplain Manager (CFM) certification is not required but preferred.

Good working knowledge of CAD software, Microsoft programs (Word, Excel, PowerPoint and Project), and other drainage related programs. Valid driver’s license. Travel in personal vehicle may be required.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit, use hands, stand, walk, crouch, bend, stoop, stretch, and lift. Employee must have specific vision abilities to include close and distance vision, full color vision, and ability to adjust focus working with computer and business equipment. Work may require moderate physical exertion with long periods of sitting or standing; lifting up to 30 lbs.
