Prince George’s County Department of Public Works and Transportation (DPW&T) is seeking qualified and motivated candidates to fill the Chief, Right-of-Way (Property Acquisition & Development), grade G-31 vacancy.
About the Position:
This is a management level, professional and administrative position responsible for a broad range of managerial and administrative functions related to property acquisition and management of real estate properties within the county. The incumbent serves as Chief, Right-of-Way Division within the Office of Engineering and Project Management leading the planning, managing, organizing, supervising, and reviewing the work of the staff of the Right-of-Way Division. Primary duties include providing technical expertise related to right-of-way projects; oversight of acquisition and disposal of real estate properties in support of DPW&T, Department of Environment (DOE) Department of Permitting, Inspections, and Enforcement (DPIE) projects; meeting with other county agency heads, municipal officers, property owners, inter-government officials, contract personnel, and realtors to coordinate the work of the Division, and periodically reviews the Division’s budget and year-to-date expenditure to ensure it is within the funding limits of the approved annual budget. Work is performed under the direct supervision of the Associate Director, Office of Engineering & Project Management.
DPW&T employees are considered "Essential" and are required to participate in the Department's Snow and Ice Control Program during natural and man-made disasters and during special operations/activities as assigned. Essential employees are expected to report for work or remain at work when other employees are granted Administrative Leave. Examples of Work What You’ll Do:
Provides leadership, directions, and management oversight over the personnel and activities of Right-of-Way Division. - Establishes Division goals, objectives, policies, and procedures; and the methodology to accomplish same.
- Assists in the overall management of the Division.
- Provides counsel and guidance to personnel and ensures employees adhere and comply with DPW&T’s established safety and operating guidelines.
- Reviews the division’s budget and year-to-date expenditure to ensure it is within the funding limits of the approved annual budget.
- Maintains compliance with federal and state laws related to policy mandates, privacy and confidentiality ensuring information is shared only on an as needed basis.
- Meets with other county agency head, executive staff, municipal officers, governmental officials, property owners, contract personnel, and consultants to coordinate activities of the Division.
- Supervises accurate and proper appraisal of real estate properties conducted by Realty Specialists and external Appraisal Contractors prior to initiating property acquisition.
- Maintains up-to-date knowledge of property acquisition practices, real estate trends, technical procedures and legal determinations related to county right-of-way.
- Manages right-of-way acquisition processes to include the Relocation Assistance Program.
- Ensures that fee simple acquisition of real estate, rights of entry and easements for right-of-way purposes are performed promptly and in line with established guidelines and procedures.
- Maintains up-to-date knowledge of acquisition practices, property trends, technical proper appraisal of real estate properties conducted by staff and other external Contract Appraisal companies prior to initiating acquisition of same.
- Meets with other county agency heads, executive staff, municipal and governmental officials, property owners, contract personnel, and consultants to coordinate activities of the division.
- Coordinates property acquisition activities with Project Managers to ensure timely acquisition for the necessary rights-of-way for highway and bridges projects within the county.
- Conducts studies, analyzes reports and makes recommendations to expedite the right-of-way acquisition process to include preparation and defense of legislative proposals.
- Provides technical assistance and guidance to staff, reviews incoming requests, determines work assignments, provides detailed review of written material, correspondence, and reports prepared by subordinates for accuracy.
- Communicates both orally and in writing with superiors, co-workers, subordinates, employees of other agencies and businesses, and the public.
- Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level associated with the employee's class of work.
Minimum Qualifications What You'll Need:
Master's degree in Business, Public Administration, Marketing, Financial Management, Urban/Regional Planning, or a closely related field; - Plus at least two (2) years of professional work experience of the level of complexity associated with this position;

PREFERRED QUALIFICATIONS: - Ability to prepare a variety of written correspondence and reports.
- 3+ years of professional realty experience;
- 2+ year’s previous supervisory/management experience.
- Experience working in a fast-paced, high-pressure environment.
- Must demonstrate poise, tact, diplomacy and possess good judgment and discretion.
- Must possess the ability to lead and motivate employees.
- Excellent communication skills, both written and oral.
- Detail-oriented, well organized, and possess effective time management skills.
