POSITION AVAILABLE IMMEDIATELY POSITION: Chief Operations Officer POSITION SUMMARY: The Chief Operating Officer (COO) will report directly to the Chief Executive Offices (Executive Director). Position Responsibilities and Requirements: Operations: 1. Oversee daily operations of the agency by recruiting, supervising, and evaluating the Director of 2. Collaborate with executive leadership team to develop and meet agency goals while supplying expertise, guidance and ensure implementation of operations projects and systems. 3. Identify, recommend, and implement new processes, technologies, and systems to improve and streamline organizational processes and use of resources and materials. 4. Present periodic performance reports and metrics to the CEO, Board, and other relevant leadership. 5. In conjunction with the Chief Executive Officer, participate in the development and implementation of strategic and operational plans. 6. Oversee organization-wide facility and fleet planning and procurement. Program and Service Management and Operations: 1. Oversee and support the agency Directors of programs and services with daily operations, development and growth of all programs and services to ensure programs are meeting or exceeding their goals. 2. Implement measurements that monitor operational outcomes and process effectiveness. 7. Establish, cultivate, and maintain positive relationships with key decision makers and external leaders to advance the agency mission, goals, and strategic plan. 8. Represent the organization by providing national, state, and local presentations, attending external events/meetings, via conferences, etc. Fiscal Operations: 1. Oversee and support the agency Fiscal Director with fiscal operations. Contractor to establish and present budgets to the CEO, finance committee and board. The COO will support and enhance The Arc of Chester County ability to continue to realize and expand its mission as a provider of advocacy, education, and human services. The COO will partner with key internal and external stakeholders to position the organization in becoming a leading comprehensive service provider. The COO will be responsible for ongoing business development, growth, and oversight of the day-to-day operations of critical, strategic programs as defined by the agency and CEO. This position is responsible for identifying, developing, and implementing strategic initiatives that increase effective fiscal operations and fiscal health, organizational expansion and growth and create effective and efficient program operations. The COO will also provide day-to-day oversight and management to administrative staff, Human Resources, facilities, and fleet management, and Information Technology.
Administration which includes the day-to-day management of the agency facilities, fleet, office administration and management services, and human resources.
3. Participate in reviews and feasibility studies of prospective contracts in the bid proposal process, prior to submission.
4. Keep informed of developments in the social services field and non-profit management.
5. Oversee financial performance and program and service viability .
6. Research, cultivate, negotiate, and close potential business growth opportunities to grow overall revenue through acquisitions, mergers, organic growth and creating new lines of business.
2. Coordinate with the agency Fiscal Contractor on higher level fiscal operations for the agency than are performed by the director of fiscal operations and staff.
3. Coordinate fiscal and program operations with the Fiscal Director, program Directors and Fiscal
4. Develop and ensure implementation of fiscal operations in coordination with program and division Directors and Fiscal Director to ensure a solid financial position for the agency.
5. Ensure program and division Directors collaborate with the Development Director and fundraising staff to ensure maximum fundraising efforts are achieved.
6. Initiate and participate in contract and rate negotiations and rate appeals.
7. Other duties as assigned.
A minimum of a bachelor’s degree, and experience in non-profit organization and program operations, fiscal operations, and HR operations: or at least 10 years related experience and/or training; or equivalent combination of education and experience.

3. Reliable vehicle and an acceptable driving record as per The Arc’s Personnel Policy.
4. Applicable Certifications required by funding agencies.
