JOB DESCRIPTION:

Plan, develop, and direct all law enforcement, security plans, and programs for the District. Organize and direct security and protective services for students, staff, and property throughout the District. Supervise and oversee an adequately staffed, trained, and equipped force of certified police officers. Ensure the enforcement of all federal, state, and local laws and ordinances and coordinate with outside law enforcement agencies.



DUTIES and RESPONSIBILITIES:

  • Plan, organize, and direct the daily operations of the District Police Department to ensure effective law enforcement.

  • Ensure that security and protective services are supportive of the District’s mission and five-year improvement plan.

  • Coordinate District security and protective services with outside law enforcement agencies, other department directors, and campus principals and work cooperatively to develop and implement preventative security programs, and other safety programs.

  • Serve as a liaison to state and local law enforcement agencies and juvenile authorities and represent the District on assigned committees and task forces.

  • Develop long and short-range objectives and goals for the security operations of the District.

  • Enforce the general and criminal laws of the State of Texas that occur within the jurisdiction of the District Police Department.

  • Demonstrate knowledge of the provisions of the Texas Education Code, Penal Code, and District policies and procedures and other official regulations impacting the activities of the District Police Department.

  • Conduct confidential investigations as required by the Superintendent of Schools and the General Counsel.

  • Participate in professional development activities designed to improve performance in identified areas of need.

  • Regular attendance.

  • Other duties as assigned.

  • Develop department safety procedures including procedures for safe handling and use of firearms.

  • Follow District safety protocols and emergency procedures.

  • Establish and direct communication systems during crisis or emergency situations.

  • Direct security coverage for extra-curricular activities and other student event activities in cooperation with principals and appropriate central office staff.

  • Support the Student Code of Conduct for expected student behavior related to safety aspects of the District.

  • Develop and maintain positive staff morale within the police department.

  • Develop and maintain positive relationships with District administrators.

  • Ensure that the mission of the Police Department supports the mission of the District.

  • Assist with the planning and conducting of needs assessments related to the security operations of the District.

  • Select, train, supervise, and evaluate staff and make sound recommendations relative to assignment, retention, discipline, and dismissal.

  • Oversee the District’s crossing guards and prevention control officers.

  • Evaluate job performance of employees to ensure effectiveness.

  • Prepare, review, and revise police department job descriptions.

  • Prepare and administer the department’s annual budget and ensure that funds are managed wisely.

  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including affidavits for arrest, incident reports, and activity reports.

  • Direct the enforcement of all traffic laws and develop a plan for traffic control on contiguous streets at athletic events, school closings and openings, etc.

  • Establish, maintain, update, and enforce General Orders for the Police Department.


EXPERIENCE:

  • Twenty (20) years of full-time law enforcement experience
  • Ten (10) years of law of enforcement experience in supervisory or command capacity
  • Minimum of five (5) years of experience in school policing

QUALIFICATIONS:

Education/Certification:

  • Bachelor’s degree
  • Master’s degree in Political Science, Criminal Justice Administration, or related field
  • Master level of Texas Peace Officer certification issued by the Texas Commission on Law Enforcement (TCOLE)
  • Clear and valid Texas driver’s license

Special Knowledge/Skills:

  • Demonstrated knowledge of overall operations of a police department
  • Demonstrated knowledge of criminal investigations, police report writing, and criminal law
  • Ability to motivate staff
  • Ability to support a vigorous staff development program
  • Ability to promote a safe and secure work environment
  • Ability to manage budget and personnel
  • Strong public relations, organizational, communication, and interpersonal skills

Maintain emotional control under stress. Frequent District travel; prolonged and irregular hours. Prolonged sitting and
