DESCRIPTION

The Capital Projects Team Lead – Bayway Refinery manages the Capital Projects portfolio for Bayway and reports to the Technical Services Manager. Bayway’s capital projects range from $200,000 to $25 Million with an annual budget up to $100 Million. The Capital Projects Team Lead ensures that company resources are utilized effectively and safely in the design and construction of new and modified facilities in adherence with established Company, Industry and Government policies, procedures, and regulations.

The lead is responsible for all capital project related phases including funding approval, cost forecasting and tracking, schedule oversight, detailed engineering and design, procurement of all engineered equipment and long lead items, scope definition, bid package development, stewardship of field construction activities, coordination of commissioning and start up planning, MOC (management of change) stewardship, and project close out.

Responsibilities May Include

  • Steward the Bayway annual capital project portfolio working in coordination with the Capital Budget Coordinator

  • Support the development of the Refinery Capital Budget and LRP

  • Develop personnel in the department through performance reviews, appraisals, coaching, work assignments and training to ensure that quality technical assistance is provided to the refinery in an efficient and technically competent manner

  • Work with the capital construction team to select and/or approve engineering and construction contractors for performance of project work ensure service is provided in a safe, technically competent, and cost-effective manner

  • Develop department policies and procedures to assist in efforts to design and install facilities safely, compliant to relevant codes and regulation, within approved budget and schedule

  • Assign work and establishes priorities for the department in a manner to maximize the contribution of the department to supporting the goals of the Company in the areas of safety, loss control, cost control and profitability

  • Ensure refinery engineering standards and practices, applicable codes, and government regulations are adhered to in the department’s design and project work

  • Maintain engineering drawings and records so that accurate and accessible information is available for all refinery departments

  • Provide safety leadership by conducting/attending safety meetings and implementing other applicable elements of the refinery's health, safety, and environmental program

  • Set expectations of Project Engineering group for supporting refinery and corporate HSE goals and values

  • Monitor Project Engineering section’s annual expense budget so that funds are expended efficiently and effectively.

  • Supervise the Capital Budget Analyst

  • Supervise the Projects Estimating Group (P66 and contractors)

  • Oversee on-site contractor Design Drafting Group (currently Orbital)

  • Oversee on-site and off-site contractor project engineering support

  • Steward capital project MOCs and AI (Action Items)

  • Submit monthly capital project Playbook metrics

  • Steward Turnaround capital projects and integration with the Turnaround Organization

  • Maintain and communicate Turnaround Capital Project status lists

  • Ensure projects are built in Turnaround IPS system

  • Own and complete Turnaround Capital Project milestones (STO)

  • Steward TA cost sharing strategy with TA Organization

  • Review monthly CAPEX

  • Maintain monthly capital project status sheet

  • Actively participate in P66 Small Projects Network

  • Conduct biweekly staff meetings with Project Engineering Team

  • Complete SAP Approvals in a timely fashion

  • Demonstrate P66 core values and Energy In Action behaviors

POSITION REQUIREMENTS

Basic/Required:

  • Legally authorized to work in the posting country

  • Bachelor’s degree in Engineering or related field

  • 3 or more years of Project Engineering experience with a focus on refinery-based projects

  • Computer proficiency including applications for word processing, spreadsheets, databases, and SAP

  • Strong oral/written communication skills and the ability to interact and work in a team environment

  • Self- motivated, proactive, creative, flexible, results-oriented

  • Able to handle multiple tasks, be well organized, detail-oriented, and have good interpersonal skills

  • Able to interact with all levels of the organization and possess a strong customer and business acumen

  • Perform job duties safely and champion the safety of others

  • Possess a valid driver’s license

Preferred:

  • Certificate in Project Management

  • 3 or more yeas of Supervisory experience with a focus on technical resources management

  • 5 or more years of experience with Refinery Operations and/or Maintenance work processes

  • 10 or more years of appropriate experience in Refining, Petrochemical and/or related industry

  • Refinery Turnaround experience

  • Experience with contracts and contract execution

The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway's facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. Within the refinery, Phillips 66 Partners has a rail receiving facility with 75,000 BPD of offloading capacity. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
